Also present were City Attorney Kathleen McDaniel, Police Chief Tony Dick, Fire Chief
Todd Blaser and Deputy Clerk Deborah Neuser.
Present: 8 - Brandel, Able, Hennessey, Sladky, Sitkiewitz, Soeldner, Schema and Nickels
Absent: 3- McMeans, Howe and Brey
3. Discussion and Action Items
15-1210 Ordinance creating Section 14.575 of the Manitowoc Municipal Code
establishing residency restrictions for certain sexual offenders.

Moved by Schema, second by Soeldner, and unanimously carried to amend the ordinance in
Section (3)(b)4 as well as any other reference in the ordinance by changing two and one-half years
to five years relative to residence. Ayes, 8. Nays, none.
Moved by Brandel, second by Schema, and unanimously carried to amend the ordinance in Section
4 relative to loitering, to add a 500 foot distance between the offender and closest boundary line.
Ayes, 8. Nays, none.
Moved by Mayor Nickels, second by Able, and unanimously carried to amend Section (6) Penalties
to change the forfeiture of not less than $100 to $300. Ayes, 8. Nays, none.
Moved by Sladky, second by Soeldner, to amend the ordinance to reinstate old Section (5) Property
Owners Prohibited from Renting Real Property to Certain Sexual Offenders and Sexual Predators.
Ayes, 7. Nays, 1.
Moved by Brandel, second by Sladky, to reinstate a 1,000 foot Residency Restriction. After a short
discussion, Ayes, 3. Nays, 5. Motion fails.
Moved by Mayor Nickels, second by Hennessey, and unanimously carried to approve the ordinance
as amended. Ayes, 8. Nays, none.
15-1231 Amendment No. 1 to Ground Lease between City of Manitowoc and Briess
Industries, Inc.to allow for a removable ice skating rink and appurtenances.

Moved by Brandel, seconded by Soeldner, that this Agreement be approved
for consent agenda. The motion carried by the following vote:

Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
the agenda items set forth below.
