Present: 10 - Howe, Brandel, Able, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner, Schema and
Nickels
Absent: 1- McMeans
Also present: City Attorney Kathleen McDaniel, Community Development Director Nic Sparacio,
Finance Director Steve Corbeille, Human Resources Director Rochelle Blindauer, Fire Chief Todd
Blaser, Director of Public Infrastructure Dan Koski and Deputy Clerk Deborah Neuser.

4. Discussion and Action Items
Finance Director Steve Corbeille and Community Development Director Nic Sparacio addressed
the committee and answered questions relative to various scenerios to consider with relation to the
City Assessor vacancy. The goal is to maintain properties at 100% valuation and not do
revaluations. The immediate need is now to the end of May or when Board of Review adjourns.

Alderperson McMeans arrived at 5:35 p.m. Director of Community Development asked for
approval of the Tyler Technologies Services Agreement as Tyler Technologies is already working
under this agreement.

Moved by Brandel, seconded by Able, that this Action Item be approved and
agreement be entered into with Tyler Technologies and referred to council.
The motion carried by the following vote:
Aye: 11 - McMeans, Howe, Brandel, Able, Hennessey, Sladky, Brey, Sitkiewitz,
Soeldner, Schema and Nickels
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of conferring with legal counsel for
the governmental body who is rendering oral or written advice concerning strategy to be adopted by
the body with respect to litigation in which it is or is likely to become involved.
The specific subject matter that may be considered in closed session is: Proposed global
settlement offer and cooperative condemnation with EJ Spirtas Manitowoc LLC regarding properties
at 1512 Washington Street.
Chairperson Sitkiewitz read the notice to go into Closed session at 5:55 p.m. Moved by Brey,
second by Schema to convene in closed session. The motion carried on a roll call vote by the
following vote: Aye: 10 - Schema, Brandel, Soeldner, Brey, Hennessey, Howe, Sladky, McMeans,
Sitkiewitz, Nickels. Nays: 1 - Able.
5. CLOSED SESSION
City Attorney Kathleen McDaniel, Community Development Director Nic Sparacio and Deputy Clerk
Deborah Neuser remained in attendance for the closed session.
15-1301 Proposed global settlement offer and cooperative condemnation with EJ
Spirtas Manitowoc LLC regarding properties at 1512 Washington Street.
Committee of the Whole deliberated in closed session. (redacted - - Closed Session).
Moved by Brandel, second by Hennessey to reconvene in in Open Session. Upon roll call, motion
carried by the following vote: Aye: 11 - Schema, Brandel, Soeldner, Brey, Hennessey, Howe,
Sladky, McMeans, Able, Sitkiewitz, Nickels. Nays: None.

Moved by Soeldner, seconded by Sladky, that this meeting be adjourned at 6:30
p.m. The motion carried by the following vote:
