1. Call to Order
Council President McMeans called the meeting to order at 5:15 p.m.
2. Roll Call
Also present were City Attorney Kathleen McDaniel, Community
Development Director Nic Sparacio
Present: 10 - McMeans, Brandel, Able, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner, Schema
and Nickels
Absent: 1- Howe
3. Public Comment
Council President declared the meeting open for public input. In accordance with policy, the public
input portion of the meeting is not made a part of the official record.
4. Discussion and Action Items
16-0029 Communication from Friends of the Manitowoc Farmers Market, Inc. expressing
their concerns regarding the future of the Manitowoc Farmers Market.

Moved by Sitkiewitz, seconded by Sladky, that this Communication be placed on
file. The motion carried by the following vote:
Aye: 9- McMeans, Brandel, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner, Schema and
Nickels
Nay: 1- Able
City Attorney Kathleen McDaniel addressed the committee giving a brief history of the Farmers'
Market. Community Development Director Nic Sparacio addressed the committee and answered
questions.

16-0030 Discussion relative to Tourism Services Agreement between City of
Manitowoc, City of Two Rivers and Manitowoc Area Visitor & Convention
Bureau, Inc. which expires on December 31, 2016, as well as possible
action relative to current Lease Agreement.

City Attorney Kathleen McDaniel gave an overview of the changes to the room tax allocation law.
Finance Director Steve Corbeille discussed room tax collection and clarifies the percentages to the
Visitor Information Center and the City. After discussion, it was the concensus of the Committee to
investigate the creation of a Room Tax Commission composed of six members. Also speaking to
the Committee was Jason Ring, director of the Manitowoc Area Visitor and Convention Bureau.
(NOTE: Ord. 16-209 creating a room tax commission was adopted by Council on 3/21/16).
5. Adjournment
Moved by Brey, seconded by McMeans, that this be adjourned. The motion
carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
the agenda items set forth below.
