3. Discussion and Action Items
16-0306 Development Agreement between City of Manitowoc and 924 York, LLC and
Forefront Management LLC for 924 York Street Parking Lot.

Moved by Brey, seconded by Able, that this Action Item be accepted and a lease
agreement be drafted and referred to Council. The motion carried by the
following vote:
Aye: 10 - Howe, Brandel, Able, Hennessey, Sladky, Brey, Sitkiewitz, Soeldner, Schema and
Nickels
16-0305 Standing Committee organization and oversight of
boards/commissions/committees and departments.
Mayor gave a brief overview of the changes proposed to Section 3.010 Common Council of the
Municipal Code, and answered questions. Discussion followed.
16-0304 Ordinance to amend Section 3.010 of the Municipal Code establishing
structure of the Common Council and Standing Committees.

Moved by Brey, seconded by Schema, to adopt an ordinance to repeal and
recreate Section 3.010 of the Municipal Code establishing structure of the
Common Council and Standing Committees with Attorney to add: "Any
written request from an alderperson to a Committee Chair shall be taken up
at the next regularly scheduled committee meeting". The motion carried by
the following vote:

notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
