1. Call to Order
Meeting was called to order at 5:45 p.m. by Alderperson Brey.
2. Roll Call
Present: 10 - McMeans, Howe, Able, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and
Czekala
Absent: 1- Hennessey
Also present: City Attorney Kathleen McDaniel, Finance Director Steve Corbeille, Human
Resources Director Rochelle Blindhauer, Director of Public Infrastructure Dan Koski and Deputy
Clerk Deborah Neuser.
3. Public Comment: None
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session.
The specific subject matter that may be considered in closed session is: Lease Proposal with
Baymont Hotel.
Chairman Brey read the Notice to go into Closed Session at 5:46 p.m. Moved by Sitkiewitz, second
by Nickels to convene in closed session. The motion carried on roll call vote by the following vote:
Aye: 10 - Howe, McMeans, Able, Brey, Kummer, Sitkiewitz, Soeldner, Czekala, Sladky and Nickels.
Nays: none.
4. Closed Session
16-0428 Lease proposal with Baymont Hotel.
Committee of the Whole deliberated in closed session. (Redacted - - Closed Session).
Moved by Soeldner, second by Sitkiewitz, to reconvene in Open Session. Upon roll call, motion
carried by the following vote: Aye: 10 - Howe, McMeans, Able, Brey, Kummer, Sitkiewitz, Soeldner,
Czekala, Sladky and Nickels. Nays: None.

16-0429 Employee Survey Results.
Attachments: Employee Survey Council 2016.pptx
Human Resources Director Rochelle Blindauer informed the committee of the results of the
employee survey going through the survey question by question and outlining possible focus areas.
There will be another survey in January of 2017.
City Attorney McDaniel advised the Committee that ordinance 16-0430 changes the appointments
of members on the Common Council to various boards and commissions from members of
specific standing committees to members at large of the Common Council. The ordinance also
eliminates defunct boards and commissions that no longer meet, and updates job titles and duties
to reflect the City's current organizational structure.
16-0430 Ordinance amending Sections 3.010, 3.040, 3.050, 3.070, 3.100, 3.110,
3.130, 3.160, 3.170, 3.190, 3.200, 3.210, 3.270, 3.320, 3.340, 3.460, 3.470,
3.480, 3.510, 3.520, 3.560, 12.010(2), and 27.170(1) of the Manitowoc
Municipal Code regulating appointing members of the Common Council to
various boards and commissions and correcting staff titles and job duties to
align with the City’s organization chart and job descriptions

Moved by Nickels, seconded by Able, that this Ordinance be amended to
change references of specific alderperson committee members to any
Common Council member, change Section 3.050 to remove the wording "The
Commission may elect a vice-chair annually at its first regularly scheduled
meeting in January", change Section 3.160 to change references of City
Planner to Community Development Director. The motion carried by the
following vote:
Aye: 10 - McMeans, Howe, Able, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer
and Czekala
Moved by Soeldner and seconded to change Section 3.010 to state the
Common Council President shall appoint . . . After a lengthy discussion,
Alderperson Soeldner withdrew his amendment.
Alderperson Sladky left the meeting at 6:53 p.m.

amended and referred to Council. The motion carried by the following vote:
