1. Call to Order
2. Roll Call
Also present were Community Development Director Nic Sparacio, Deputy
Clerk Deborah Neuser and City Attorney Kathleen McDaniel who arrived at
5:45 pm.
Present: 8- McMeans, Howe, Able, Sladky, Brey, Nickels, Kummer and Czekala
Absent: 3- Hennessey, Sitkiewitz and Soeldner
3. Public Comment
Manitowoc County Executive Bob Ziegelbauer appeared and addressed the Commmittee.
4. Discussion and Action Items
16-0556 Resolution authorizing Community Development staff to proceed with drafting
the Project Plan and Boundary for Tax Incremental Financing District #19 in the
vicinity of the Manitowoc County Expo grounds.

Moved by Able, seconded by Sladky, that this Resolution be placed on file. The
motion carried by the following vote:
Aye: 9- McMeans, Howe, Able, Sladky, Brey, Sitkiewitz, Nickels, Kummer and Czekala
Present: 9- McMeans, Howe, Able, Sladky, Brey, Sitkiewitz, Nickels, Kummer and Czekala
Absent: 2- Hennessey and Soeldner
Committee held discussion relative to project plan for a Tax Incremental Financing District #19 near
the Expo Grounds. Mayor stated he would like to see something on the agenda of the TIF Joint
Review Board as well as holding discussions with the County to think about alternatives for the
property.

5. Adjournment
Meeting adjourned at 6:10 pm.
A motion was made by Mayor Justin Nickels, seconded by Alderperson Jason
Sladky, that this meeting was adjourned. The motion carried by the following
vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
the agenda items set forth below.
