Roll Call Present: 6- Howe, Sladky, Brey, Soeldner, Kummer and Czekala Absent: 4- McMeans, Able, Sitkiewitz and Nickels 3. Public Comment 4. Discussion and Action Items Present: 8- Howe, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and Czekala Absent: 2- McMeans and Able 16-0615 Phone Policies for Departments: City Department Public Phone Answering Policies. At the request of Alderperson Soeldner, Committee discussed phone policies for departments with emphasis on all calls coming in to the Clerk's Office as the first point of contact with the public making sure that all phone calls are answered by a live person. After a lengthy discussion, the Mayor was asked to address this issue internally. 16-0614 Mayoral Committee Appointments Moved by Nickels, seconded by Howe, to approve the timeline as submitted by Alderperson Soeldner with the new Council members sworn in and the Council President elected at the organizational session on the Tuesday following the third Monday in April. The Mayor shall submit his slate of Standing Committee appointments to the Council by the Friday following the organizational session, with a Special Council meeting to be held on the fourth Monday in April to consider said appointments. If first slate of appointments is rejected by the Common Council, the Mayor shall proceed to present a second or third slate of appointments until Council approves of a slate of Standing Committee appointments. The motion carried by the following vote: Aye: 8- Howe, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and Czekala City of Manitowoc Page 1 Committee of the Whole Meeting Minutes July 12, 2016 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. The specific subject matter that may be considered in closed session is: 5. Convene in Closed Session 16-0616 Update on environmental remediation activities and budgeting at the Newton Gravel Pit site, requesting CAWG unbudgeted request for $40,000, $90,000 from budgeted AECOM, and proceed with an MOU with the US Forestry Service. Attachments: gravel pit.pdf Committee of the Whole deliberated in closed session. (redacted - - Closed Session). Moved by Mayor Nickels, second by Alderperson Sladky to reconvene in Open Session. Upon roll call, motion carried by the following vote: Aye: 8 - Howe, Brey, Kummer, Sitkiewitz, Soeldner, Czekala, Sladky and Nickels. Nays: None. 6.
