Present: 10 - McMeans, Howe, Able, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and
Czekala

16-0619 Vacant District 7 Alderperson Position, recommending D. 7 Alderperson
position remain vacant for the remainder of the term and hold the normal 2017
election to fill that position.
Moved by Soeldner, seconded by Able, to place on the November 8, 2016 ballot
and send Resolution through Council in August. The motion carried by the
following vote:
Aye: 10 - McMeans, Howe, Able, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and
Czekala
(Clerk's Note: Per Wisconsin Elections Commission, timeline does not allow for D. 7 general
election for Alderperson in November, 2016).
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of conferring with legal counsel for
the governmental body who is rendering oral or written advice concerning strategy to be adopted by
the body with respect to litigation in which it is or is likely to become involved.
The specific subject matter that may be considered in closed session is: Report from Mayor, City
Attorney, and Interim Human Resources Director on library operations and liability concerns.
Chairperson Brey read the notice to go into closed session at 5:53 p.m. Moved by Sladky, second
by Able convene in closed session. The motion carried on roll call vote: Aye: 10 - Howe, Kummer,
Czekala, Soeldner, Able, Sladky, Sitkiewitz, McMeans, Brey, and Nickels. Nays: None.

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
