Tuesday, August 2, 2016 5:15 PM Council Chambers
1. Call to Order

Present: 9- McMeans, Able, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and Czekala
Absent: 1- Howe
3. Public Comment
President Brey declared the meeting open for public input. In accordance with policy, the public
input portion of the meeting is not made a part of the official record.
4. Discussion and Action Items
16-0619 Vacant District 7 Alderperson Position.
Discussion took place relative to at-large members or a mixed system.
Moved by Able, seconded by Soeldner, that the District 7 Alderperson position
remain vacant for the remainder of the term and hold the normal 2017 election to
fill that position. The motion carried by the following vote:
Aye: 9- McMeans, Able, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and Czekala
16-0716 Request from Mayor Nickels to remove Common Council Rule #8 - "Any written
request from a Common Council member to a chair of a standing committee
shall be taken up by that committee at their next regularly scheduled meeting"
from the Common Council Rules, recommending placing on file.

Mayor Nickels spoke to his request. After a short discussion, Mayor
withdrew his request and Committee will place on file for Council's Consent
Agenda.

16-0717 Notification procedures for Special Common Council meetings, recommending
placing on file.
Attachments: special meeting.pdf
Alderperson Soeldner spoke to this matter. Committee recommended
placing on file on Council's Consent agenda.
16-0718 Downtown Study Plan

Community Development Director Nic Sparacio gave a presentation and
stated that it would be a couple of months before the completion of the draft
of the plan.
Moved by Nickels, seconded by Kummer, to direct the Community Development
Director to draft a plan for an RFP and go out for an RFP for a downtown master
plan. The motion carried by the following vote:
Aye: 9- McMeans, Able, Sladky, Brey, Sitkiewitz, Soeldner, Nickels, Kummer and Czekala
16-0719 Update on Library investigation.
16-0720 Update on reporting results of Library investigation and recommended internal
controls.
5. Adjournment
Moved by Sladky, seconded by McMeans, that this be adjourned at 7:56 p.m. The
motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
the agenda items set forth below.
