Also present: City Attorney Kathleen McDaniel, Finance Director/Treasurer Steve Corbeille,
Community Development Director Nicolas Sparacio, Police Chief Nick Reimer, Fire Chief Todd
Blaser, Director of Public Infrastructure Dan Koski, Library Director Kristin Stoeger, Two Rivers City
Manager Greg Buckley, STEMPunk mentor Nathan Remiker, and Violet and Brianna from Two
Rivers FIRST Robotics

18-0017 LEGO League Presentation

Two students from Two Rivers FIRST Robotics program STEMPunk presented on their program.
18-0018 Property tax collection issue with the County.
Moved by Nickels, seconded by Howe, to instruct the City Attorney's office
and Finance Department to work on Memorandum of Understanding with
Manitowoc County on special tax collections. The motion carried by the
following vote:
Aye: 10 - McMeans, Howe, Brey, Sitkiewitz, Nickels, Kummer, Czekala, Novak, Lotz and
Gabriel
Finance Director/Treasurer Steve Corbeille and City Attorney Kathleen explained the current issue
with Manitowoc County with tax collection.

5. Closed Session
Chairperson McMeans read the notice to convene in closed session. Moved by
Howe, seconded by Brey, to convene in closed session. The motion carried by
the following roll call vote:
Aye: 10 - McMeans, Howe, Brey, Sitkiewitz, Nickels, Kummer, Czekala, Novak, Lotz and
Gabriel
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session.
The specific subject matter that may be considered in closed session is:

18-0031 Downtown strategy and property acquisition
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of conferring with legal counsel for
the governmental body who is rendering oral or written advice concerning strategy to be adopted by
the body with respect to litigation in which it is or is likely to become involved.
The specific subject matter that may be considered in closed session is:
