1. Call to Order
Council President McMeans called the meeting to order at 7:00 PM.
2. Roll Call
Present: 8- McMeans, Howe, Sitkiewitz, Kummer, Czekala, Novak, Lotz and Gabriel
Absent: 3- Brey, Soeldner and Nickels
Also present: City Attorney Kathleen McDaniel, Community Development Director Nic Sparacio,
Fire Chief Todd Blaser, Deputy Fire Chief Gregg Kadow, Deputy City Clerk Mackenzie Reed-Kadow
3. Public Comment
Council President McMeans declared the meeting open for public input. In accordance with policy,
the public input portion of the meeting is not made a part of the official record.
4. Discussion and Action Items
18-0168 Discussion on the City of Manitowoc Blight program presented by the Mayor at
the January City Council meeting.

Committee and City employees discussed the evolution of the blight program and ideas on how to
improve and expedite some of the City's processes for addressing problem properties. Discussion
included an overview of some statutory requirements and timelines as well as ways to incentivize
property owners to be proactive with their properties, and ways the City can be proactive with
problem properties.
Alderman Brey joined the meeting at 8:10 PM.

Moved by Novak, seconded by Howe, that this meeting be adjourned at 8:22 PM.

above-referenced will be held at the date, time and location listed above.
Notice is hereby given that a majority of the Common Council of the City of Manitowoc,
or a standing committee of that body, may be present at this meeting to gather
information about the subject matter over which they have decision making
responsibility.
The above governmental body will meet to discuss and possibly take action on the
