This is a joint meeting of the Committee of the Whole, Manitowoc Public Utilities
Commission and Wastewater Treatment Facility Board

Absent: 2- Gabriel and Brey
Also Present: Dave Luckow (WWTF & MPU), Nick Brisch (WWTF), Assistant Superintendent of
Wastewater Treatment Facility Peter Drombrowski, Superintendent of Wastewater Treatment
Facility Michael Jaeger, Director of Public Infrastructure Dan Koski, David Diedrich (MPU), Alex Allie
(MPU), Mark Seidl (MPU), Nilaksh Kothari (MPU), City Attorney Kathleen McDaniel, Deputy City
Clerk Mackenzie Reed-Kadow
4. Discussion and Action Items
Mayor Justin Nickels provided an overview of the potential contract management of the Wastewater
Treatment Facility by Manitowoc Public Utilities, including an overview of the recent site visit by Dr.
Craig Woolard Ph.D., P.E. with recommendations for next steps.

Moved by Sitkiewitz, seconded by Howe, to authorize the City Attorney to
negotiate a contract agreement with Manitowoc Public Utilities for
contractual services to manage the Wastewater Treatment Facility based off
Dr. Craig Woolard's recommendations. The motion carried by the following
vote:
Aye: 9- McMeans, Howe, Sitkiewitz, Nickels, Kummer, Czekala, Novak, Lotz and
Williams

Moved by Howe, seconded by Williams, that this meeting be adjourned at 6:40
p.m. The motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby given to
the public, to the Herald-Times-Reporter, the official newspaper of Manitowoc, and to
those news media who have filed a written request for this notice that a meeting of the
above-referenced will be held at the date, time and location listed above.
Notice is hereby given that a majority of the Common Council of the City of Manitowoc,
or a standing committee of that body, may be present at this meeting to gather
information about the subject matter over which they have decision making
responsibility.
The above governmental body will meet to discuss and possibly take action on the
agenda items set forth below.
