Roll Call Present: 9- McMeans, Howe, Sitkiewitz, Nickels, Kummer, Czekala, Novak, Williams and Brey Absent: 2- Lotz and Jacobs 3. Public Comment Council President Sitkiewitz declared the meeting open for public input. In accordance with policy, the public input portion of the meeting is not made a part of the official record. 4. Discussion and Action Items 19-0848 Roles and responsibilities given to Manitowoc Public Utilities by the Common Council Committee broadly discussed future plans for utility related items as well as strategies for ensuring that both parties are on the same page moving forward. No action taken at this time. City of Manitowoc Page 1 Committee of the Whole Meeting Minutes August 19, 2019 19-0158 Lease with 205 N 8th St LLC for Parking Lot Attachments: 19-0158 205 N 8th LLC Parking Lot Lease with City of Manitowoc - Final Proforma of Parking Lot Lease Proposal Alderperson Lee Kummer abstained from discussion and any potential action. City Attorney Kathleen McDaniel provided an overview of the proposed lease and indicated there is at least one party interested in leasing parking stalls from the city. Committee indicated they would like to see an agreement with the interested party including the number of stalls they would lease as well as the annual cost per stall. No action taken at this time. 19-0778 Proposed Downtown Improvement Projects Attachments: Downtown projects 2019 2019 conceptual downtown project budget Pedestrian Light Enhancement Area 8.19.19 8th Quay Intersection Traffic Calming Associate Planner Nick Mueller provided an overview of improved lighting plan along Quay Street Moved by Brey, seconded by Czekala, to approve the lighting project as presented at a cost not to exceed $115,000. The motion carried by the following vote: Aye: 6- McMeans, Sitkiewitz, Nickels, Czekala, Novak and Brey Nay: 3- Howe, Kummer and Williams Associate Planner Nick Mueller provided an overview of a potential plan for creating a calming intersection at S. 8th and Quay Streets. Moved by Brey, seconded by McMeans, to instruct City staff to develop a plan to calm the intersection of S. 8th and Quay Streets at a cost not to exceed $182,600. The motion failed by the following vote: Aye: 4- McMeans, Sitkiewitz, Czekala and Brey Nay: 5- Howe, Nickels, Kummer, Novak and Williams 5.
