Present: 10 - McMeans, Howe, Sitkiewitz, Nickels, Czekala, Novak, Lotz, Williams, Brey and
Pelot
Absent: 1- Kummer
3. Public Comment
Council President Sitkiewitz declared the meeting open for public input. In
accordance with policy, the public input portion of the meeting is not made
a part of the official record.
4. Discussion and Action Items
Council President Sitkiewitz read the notice to convene in closed session: Notice is hereby given
that the above governmental body may adjourn into a closed session during the meeting as
authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental
body to convene in closed session for the purpose of deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session.
The specific subject matter that may be considered in closed session is:
19-1100 Acquisition of parking lot at 9th and Maritime
19-1150 Hecker/Viebahn property purchase with Manitowoc County
19-1168 Extension to Development Agreement with Doneff's Schuette Building
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of conferring with legal counsel for
the governmental body who is rendering oral or written advice concerning strategy to be adopted by
the body with respect to litigation in which it is or is likely to become involved.
The specific subject matter that may be considered in closed session is:

Moved by Brey, seconded by Novak, to reconvene in open session. The motion
carried by the following vote:

19-1168 Extension to Development Agreement with Doneff's Schuette Building

Moved by Brey, seconded by Williams, to approve an extension to December 31,
2019 with a $1,000 per day penalty starting January 1, 2020 if not complete, and
contingent on walk-through by City staff and referred to council. The motion
carried by the following vote:

Pelot
19-1169 Authorization to enter into litigation related to groundwater contamination
Moved by Howe, seconded by McMeans, to enter into litigation and referred to
council. The motion carried by the following vote:

Manitowoc, or a standing committee of that body, may be present at this meeting to

responsibility.
