Present: 11 - McMeans, Sitkiewitz, Nickels, Czekala, Novak, Brey, Hansen, Schlei, Vanderkin,
Brunner and Bailey
3. Public Comment
Council President Sitkiewitz declared the meeting open for public input. In
accordance with policy, the public input portion of the meeting is not made
a part of the official record.
4. Discussion and Action Items
Council President Sitkiewitz read the notice to convene in closed session: Notice is hereby given
that the above governmental body may adjourn into a closed session during the meeting as
authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental
body to convene in closed session for the purpose of considering financial, medical, social or
personal histories or disciplinary data of specific persons, preliminary consideration of specific
personnel problems or the investigation of charges against specific persons except where par. (b)
applies which, if discussed in public, would be likely to have a substantial adverse effect upon the
reputation of any person referred to in such histories or data, or involved in such problems or
investigations. The specific subject matter that may be considered in closed session is:
20-0951 Communication from resident about status of alderperson as qualified elector
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of conferring with legal counsel for
the governmental body who is rendering oral or written advice concerning strategy to be adopted by
the body with respect to litigation in which it is or is likely to become involved.
The specific subject matter that may be considered in closed session is:

session. The motion carried by the following roll call vote:

Moved by Brunner, seconded by McMeans, that this Agreement be approved,
entered into and referred to council. The motion carried by the following vote:

Moved by McMeans, seconded by Hansen, that this meeting be adjourned at 6:55

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting is being conducted both in Council Chambers at City Hall and via
remote conferencing software due to a state of emergency and federal, state, and
local guidance on gatherings. Members of the public may call to listen in at 888 475
