Present: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Vanderkin, Brunner, Beeman,
Cummings, Boldt and Reckelberg
3. Public Comment
Council President Czekala declared the meeting open for public input. In
accordance with policy, the public input portion of the meeting is not made
a part of the official record.

4. Discussion and Action Items
21-0553 Discussion on the reconfiguration of 8th Street and 10th Street
Mayor Justin Nickels gave an overview of the progression of two-way
streets over the last month including, answering questions that were
brought forward at the Committee of the Whole meeting on June 21, 2021.
The City reached out to the downtown district regarding their thoughts on
the proposed change to two-way streets. Mayor Justin Nickels and City
Staff would like to continue to move forward with the proposed change and
have a final decision made at the August 16, 2021 Common Council
Meeting.
Alder Brey asked Fire Chief Blaser about the impacts the two-way streets
would have on emergency response. Fire Chief Blaser explained it would
not have an effect on the efficiency of the response and may possibly
enhance the response by having alternate routes.
Many Alders spoke on the increased safety of two-way streets including
slowing down traffic making it safer for vehicle traffic and pedestrian traffic.
Alder Boldt expressed the need to have many arteries to reach our
downtown. Alder Brunner expressed his concern with the lack of bicycle
lanes throughout the downtown and asked to have bicycle lanes
considered with the changing to two-way streets. Alder Reckelberg and

Alder Vanderkin received numerous negative feedback about the change
to two-way streets and will not be supporting the proposed change based
on the feedback from the constituents.
Moved by Nickels, seconded by Czekala, to authorize staff to prepare the
necessary ordinances to revert 8th / 10th / and 11th Streets between Washington
Street and Waldo Boulevard to 2-way traffic and recommend at the August 16,
2021 Council meeting approval of 2-way streets and incorporating the necessary
funding into the 2022 Executive Budget. The ordinances shall take effect no later
than September 30, 2022 and shall take effect after approval by the Director of
Public Infrastructure and City Attorney. The motion carried by the following vote:
Aye: 9- Sitkiewitz, Nickels, Czekala, Brey, Schlei, Brunner, Beeman, Cummings and Boldt
Nay: 2- Vanderkin and Reckelberg
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session.
The specific subject matter that may be considered in closed session is:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Those attending the meeting via
Zoom who wish to give public input are asked to keep their microphone muted until
public input is opened to improve audio quality for all attendees. Those using their
