Call to Order 2. Roll Call Present: 10 - Sitkiewitz, Nickels, Czekala, Brey, Vanderkin, Brunner, Beeman, Cummings, Boldt and Reckelberg Absent: 1- Schlei 3. Presentations 21-1031 Presentation from Laurie Crawford and Courtney Hansen on the creation of an Equity, Diversity, and Inclusion Development Council for the City of Manitowoc Courtney Hansen and Laurie Crawford presented on the creation of an Equity, Diversity, and Inclusion Development Council and gave a high level overview. Mayor Justin Nickels provided an overview of why he approached Ms. Hansen and Ms. Crawford to implement a EDI Charter. Roll Call Alder Schlei joined the meeting at 5:10 p.m. Present: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Vanderkin, Brunner, Beeman, Cummings, Boldt and Reckelberg 4. Public Comment Numerous members of the public spoke about the creation of the EDI Committee. In accordance with policy, the public input portion of the meeting is not made a part of the official record. 5. Discussion and Action Items City of Manitowoc Page 1 Committee of the Whole Meeting Minutes October 18, 2021 21-1028 Resolution establishing Equity, Diversity, and Inclusion Development Council Ms. Pelot and Ms. Crawford answered questions from the Committee. Committee discussion ensued in which Committee members brought forward some concerns including accountability and the mission and vision statements. Moved by Brey, seconded by Boldt, that this Resolution be tabled until November 15th. The motion carried by the following vote: Aye: 10 - Sitkiewitz, Nickels, Czekala, Brey, Vanderkin, Brunner, Beeman, Cummings, Boldt and Reckelberg 21-1004 Ordinance to amend 1.020 Aldermanic District Boundaries Alder Brey gave an overview of the maps, county lines and the process of creating the boundaries. Alder Vanderkin questioned why District 4 changed. Alder Brey explained the population distribution is the basis for the entire map. Moved by Brey, seconded by Schlei, that this Ordinance be adopted. The motion carried by the following vote: Aye: 10 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Brunner, Beeman, Cummings, Boldt and Reckelberg Nay: 1- Vanderkin 21-1030 Resolution establishing Supervisory Districts and Ward Boundaries based on the results of the 2020 Federal Census Moved by Nickels, seconded by Sitkiewitz, that this Resolution be amended to include "be it further resolved to direct City Clerk to send communication to voters who's polling place is affected. The motion carried by the following vote: Aye: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Vanderkin, Brunner, Beeman, Cummings, Boldt and Reckelberg Moved by Brey, seconded by Sitkiewitz, that this Resolution be adopted as amended. The motion carried by the following vote: Aye: 10 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Brunner, Beeman, Cummings, Boldt and Reckelberg Nay: 1- Vanderkin 21-0744 Discussion and Possible Action on 101 Maritime Drive 21-0907 Firefighter Bargaining 21-0909 Review and discussion on a potential term sheet / development agreement with Mid America Rail & Gas City of Manitowoc Page 2 Committee of the Whole Meeting Minutes October 18, 2021 Council President Czekala read the notice to convene in closed session: Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 21-0744 Discussion and Possible Action on 101 Maritime Drive Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. The specific subject matter that may be considered in closed session is: 21-0744 Discussion and Possible Action on 101 Maritime Drive 21-0907 Firefighter Bargaining 21-0909 Review and discussion on a potential term sheet / development agreement with Mid America Rail & Gas 6.
