Call to Order 2. Roll Call Present: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Vanderkin, Brunner, Beeman, Cummings, Boldt and Reckelberg 3. Public Comment Council President Czekala declared the meeting open for public input. In accordance with policy, the public input portion of the meeting is not made a part of the official record. 4. Presentations 21-1117 MPU Presentation on WWTF Intergovernmental Agreement and Consideration to Transfer WWTF from the City to MPU MPU General Manager Troy Adams gave a presentation on a WWTF Intergovernmental Agreement and Consideration to Transfer WWTF from the City to MPU. 5. Discussion and Action Items 21-1114 Transfer of the Waste Water Treatment Facility to Manitowoc Public Utilities Moved by Nickels, seconded by Sitkiewitz, to extend the 3-year agreement by 1 year, instruct City Attorney to draft that agreement, agree to metrics from presentation for 2022, with final transfer to take place January 1, 2023. The motion carried by the following vote: Aye: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Vanderkin, Brunner, Beeman, Cummings, Boldt and Reckelberg City of Manitowoc Page 1 Committee of the Whole Meeting Minutes November 15, 2021 21-1112 Resolution establishing policies, procedures, and fees related to City owned parking lots Community Development Director Adam Tegen provided a brief history of leased parking in city-owned lots and then went on to explain the proposed Resolution and Ordinance. Committee discussed potential implications of the new fee structure including potential for entire lot to be leased at Tier II. Moved by Cummings, seconded by Boldt, to amend the resolution to allow for case-by-case exceptions to the 50% capacity limit. The motion failed by the following vote: Aye: 2- Cummings and Boldt Nay: 9- Sitkiewitz, Nickels, Czekala, Brey, Schlei, Vanderkin, Brunner, Beeman and Reckelberg Moved by Brey, seconded by Reckelberg, to adopt the resolution, but to include the 50% rule so that no lot has more than 50% of stalls leased at Tier II. The motion carried by the following vote: Clerk's note: motion originally on Resolution 21-1112, then amended to be on Ordinance 21-1113. Upon input from City Attorney, motion changed back to Resolution 21-1112. Aye: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Vanderkin, Brunner, Beeman, Cummings, Boldt and Reckelberg 21-1113 Ordinance to amend Section 15.510 of the Municipal Code regulating Limited Time Parking in City Parking Lots Moved that this Ordinance be adopted and referred to Council. The motion carried by the following vote: Clerk's note: adopted in conjunction with Resolution 21-1112 Aye: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Vanderkin, Brunner, Beeman, Cummings, Boldt and Reckelberg 21-1115 Ordinance to amend Chapter 31 of the MMC regulating signs to allow for larger Monument Signs Community Development Director Adam Tegen provided background and an overview of the recommended changes. Moved by Nickels, seconded by Schlei, that this Ordinance be adopted and referred to Council. The motion carried by the following vote: Aye: 11 - Sitkiewitz, Nickels, Czekala, Brey, Schlei, Vanderkin, Brunner, Beeman, Cummings, Boldt and Reckelberg 6. This meeting is being conducted both in Council Chambers at City Hall and via Zoom to maximize opportunities for residents to attend. Those attending the meeting via Zoom who wish to give public input are asked to keep their microphone muted until public input is opened to improve audio quality for all attendees.
