Roll Call Present: 4- Able, Brey, Sitkiewitz and Shaw Absent: 1- McMeans Others Present: Mayor Justin Nickels, Alderpersons Jill Hennessey, Dave Soeldner & Allan Schema, Finance Director/Treasurer Steve Corbeille, Assistant Finance Director Tony Scherer, Business Manager Kim Lynch, City Attorney Kathleen McDaniel, Director of Public Infrastructure Dan Koski, Operations Business Manager Karen Dorow, Rahr-West Art Museum Director Greg Vadney, Public Library Director Cherilyn Stewart & Reporter Charlie Mathews. 3. Approval of Minutes Minutes of the October 14th Meeting To Be Approved at the Next Finance Committee Meeting 4. Public Comment Speakers:Lee Thennes, Charles Clark, Marlene Dramm 14-2081 2015 Proposed City Budget Requests for Reinstatement/Amendment Discussion regarding an increase to the Library Levy. The Committee and other alders in attendance discussed the issue. Library Director Cherilyn Stewart answered question from the Committee. Moved by Able, seconded by Shaw, that this Action Item be accepted. The motion failed by the following vote: Aye: 2- Able and Shaw Nay: 2- Brey and Sitkiewitz 5. Presentations 14-2216 Greg Vadney, Rahr West Art Museum Director Report on Fundraising Activities 6. Discussion and Action Items Committee asked Mayor to address the amounts contained in the 2015 City Budget for City of Manitowoc Page 1 Finance Committee Meeting Minutes November 5, 2014 Room Tax. The Committee discussed a number of uses and possible uses for the Room Tax Fund money. Other items discussed by the Committee regarding the 2015 City budget included: Building Inspections by the Fire Department and Capital Projects. Alderman McMeans joined the meeting in person at 6:08 PM Present: 5- McMeans, Able, Brey, Sitkiewitz and Shaw 14-548 City Financial Recovery Plan - Finance Department Steve Corbeille addressed the Committee regarding the funding options available and time lines for the reconstruction of Dewey Street. The Committee discussed the options and need to maintain city infrastructure. FD Steve Corbeille then proceeded to review the City's Financial Recovery plan to the Committee. A philosophical discussion regarding when and how to fund large infrastructure projects followed. 7. Adjournment Chairman Sitkiewitz mentioned that the next Finance Committee meeting would be on Wednesday, November 12th at 5:00 PM Moved by Brey, seconded by Able, that this be adjourned.
