Approval of Minutes Both minutes were approved with one motion. Discussion and Action Items 14-2081 2015 Proposed City Budget Requests for Reinstatement/Amendment Discussion by the committee regarding funding the $80,991 followed. Alderman Shaw left the room at 5:32pm and was absent for the vote. Moved by Able, seconded by Shaw, that this Action Item be recommended for approval to re-instate the original request of $80,991 back into the levy for the Library. The motion failed by the following vote: Aye: 1- Able Nay: 3- McMeans, Brey and Sitkiewitz Discussions resume regarding the 2015 Budget: Room Tax for funding Community Development Director position. Attorney K McDaniel spoke on WI State Statutes regarding the usage. Moved by Able, seconded by Brey, that this Action Item be recommended for approval to remove the proposed use by the Mayor of $70,000 of fund balance for implementation of the MVACB Marketing Plan. The motion carried by the following vote: Aye: 5- McMeans, Able, Brey, Sitkiewitz and Shaw Committee requests the Mayor to talk about his plan for Parks in the City of Manitowoc. Moved by McMeans, seconded by Able, that this Action Item be discussed for the removal of the $30,000 for the Silveridge Park development as it has no budget impact at this point. Alderman McMeans offered a friendly amendment to leave the $30,000 allocation 'in the budget' however require Council approval prior to any expenditures. C. Able second. The motion carried by the following vote: Aye: 4- McMeans, Able, Sitkiewitz and Shaw Nay: 1- Brey City of Manitowoc Page 2 Finance Committee Meeting Minutes November 12, 2014 Other topics discussed regarding the 2015 budget: Inspection and Fire Department cooperation, funding maintenance items with pay as you go, Capital Projects which include Woodridge Subdivision and Dewey Street paving projects, EMS revenues, MPU loss of PILOT due to legislation in 2016 and the potential of losing Personal Property Taxes in the future. Moved by Brey, seconded by Able, to recommend to Council the approval of the 2015 Budget as amended by the Finance Committee. The motion carried by the following vote: Aye: 5- McMeans, Able, Brey, Sitkiewitz and Shaw 7.
