representatives and City Clerk Deborah Neuser.

Moved by Sitkiewitz, seconded by Howe, that these Minutes be approved and
placed on file. The motion carried by the following vote:

5. Discussion and Action Items
17-0989 Development Agreement Between the City and Doneff’s Schuette Building LLC
for Tax Incremental Financing Assistance
Attachments: TIF Development Agreement_Council Draft 01-26-18
Moved by Howe, seconded by McMeans, to enter into the development
agreement at the $900,000 pay as you go level based on the January 15, 2018
programs agreement. The motion carried by the following vote:

Community Development Director Nic Sparacio presented several scenerios for the Development
Agreement between Doneff's Schuette Building LLC and the City of Manitowoc to complete a
renovation of the historic Schuette Building to consist of facade restoration, approximately 17
apartment units and commercial space with the project to begin no later than June 30, 2018 and
shall be completed by Developer on or before August 31, 2019, and answered questions.
6. Adjournment
Moved by McMeans, seconded by Sitkiewitz, that this meeting be adjourned at
6:31 p.m. The motion carried by the following vote:

Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
