Call to Order Meeting was called to order at 6:44 p.m. 2. Roll Call Present: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams Also present: Alderpersons Gabriel, Kummer and Novak, City Attorney Kathleen McDaniel, Finance Director/Treasurer Steve Corbeille, Director of Public Infrastructure Dan Koski, Deputy Chief Karl Koch, and City Clerk Deborah Neuser. 3. Public Comment: None. 4. Approval of Minutes 18-0673 Minutes of the June 12, 2018 Finance Committee meeting, recommending acceptance and place on file. Attachments: MeetingMinutes13-Jun-2018-11-19-07 Moved by Lotz, seconded by Williams, that these Minutes be approved and placed on file for consent agenda. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams 5. Discussion and Action Items 18-0606 Donation Policy for the Solicitation, Acceptance and Distribution of Monetary Contributions and Real or Personal Property Attachments: Donation Policy.pdf City Attorney Kathleen McDaniel addressed the committee. After a short discussion on the policy, the Committee referred back to the City Attorney to redraft for next month. Changes include the donation values changing from $5,000 to $10,000 and adding a clause for real property. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams 18-0679 Friends of Manitowoc Aquatic Center Fundraising Agreement update City Attorney Kathleen McDaniel informed the Committee that the Friends have received the agreement and they have provided us with a project plan. 18-0242 Programs to Improve Housing Stock within the City of Manitowoc Attachments: Rental_Rehab_Program_Overview Owner_Occupied_Rehab_Program_Overview Sold_on_Oshkosh_Overview Curb_Appeal_Program_Overview_FINAL Moved by Sitkiewitz, seconded by McMeans, that this Action Item be placed on file for Consent Agenda. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams 18-0658 Options for updated land rebate in the industrial park. Attachments: Signed Resolution 07-30-2015_Amend Land Rebate Policy_201604050739440408 WB 13 vacant land offer form After a short discussion, Committee's recommendation is to request that the Industrial Development Corporation meet as soon as possible to discuss this issue. 18-0667 District 6 Polling Place - Request for Lincoln Park Cabin 1 Attachments: 18-0667_201806261139 Moved by Sitkiewitz, seconded by Lotz, that this Request be accepted and referred to Council. Attachments: 18-0678 Moved by Sitkiewitz, seconded by Lotz, that this Report be referred to the Industrial Development Corp.. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams 18-0680 Unbudgeted request to fund Calumet replacement for I-43 to Rapids Road intersection with signal upgrade up to $500,000. Attachments: 20180629094434218 Calumet at Rapids add funds Email from Engineer Pricing and Rebid Director of Public Infrastructure addressed the Committee and explained the increased cost of the project. Moved by McMeans, seconded by Williams, that this Request be approved up to $500,000 and referred to council. The motion carried by the following vote: Aye: 5- Brey, Lotz, McMeans, Sitkiewitz and Williams 6.
