Meeting also available via Remote Conferencing 1. Call to Order The meeting was called to order at 5:32 p.m. 2. Roll Call Jessie Lillibridge, Kathleen McDaniel, Justin Nickels, Jay Scott, Shawn Alfred, Stacey Groll, Jim Brey, Steve Corbeille, John Brunner, Nick Reimer, and Debbie Charney. Present: 4 - Czekala, Sitkiewitz, Hansen and Schlei Absent: 1- Bailey 3. Public Comment None 4. Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. REMOVAL OF CONSENT AGENDA ITEMS: None 20-1164 Approval of November 11, 2020 Personnel Committee Minutes 20-1165 Review of Legal Fees Billed out Through November, 2020-Human Resources 20-1166 Report out on Health Plan Funding 20-1168 Report out of City Attorney's Initiatives December, 2020 20-1167 Report out of Human Resources Initiatives December, 2020 Approval of the Consent Agenda Moved by Sitkiewitz, seconded by Schlei, to accept the Consent Agenda Items and recommendations of the various committees The motion carried by the following vote: Aye: 4- Czekala, Sitkiewitz, Hansen and Schlei City of Manitowoc Page 1 Personnel Committee Meeting Minutes - Final December 7, 2020 5. Discussion and Action Items 20-1169 Manty Health & Wellness Center 2021 Agreement and Clinic Services Discussion Jessie Lillibridge explained to the Committee that the contract with Manty Health and Wellness Clinic is expiring on December 31, 2020. The clinic is planning to increase costs to the City significantly. Jay Scott, benefits consultant with USI, gave a bit of a history of the relationship with the clinic and the City to the Committee. Scott also explained that the City did go out for an RFP to Bellin and Holy Family Memorial to try and stay local. Bellin declined to respond because of their relationship with Holy Family Memorial and did not want to compete with them. Holy Family Memorial's proposal was unacceptable due to the fact that it was just repositioning and offering services that are already available today under the City's health plan at Holy Family Memorial. They were not responding by using a model that exits today with the partnership between the City and the School District. USI negotiated with Aurora to help lower the costs in the new contract for 2021. Scott's recommendation to the Committee was to accept the agreement as written for 2021 and the City will go out early in 2021 and revisit the RFP and look at an alternative model for the City. Moved by Sitkiewitz, seconded by Schlei, that this request to enter into an agreement with Aurora for the utilization of the Manty Health and Wellness Clinic for 2021 be accepted and referred to Council. The motion carried by the following vote: Aye: 4- Czekala, Sitkiewitz, Hansen and Schlei 6. Convene in Closed Session Moved by Sitkiewitz, seconded by Schlei, to convene in closed session at 5:47 p.m. The motion carried by the following vote: Aye: 4- Czekala, Sitkiewitz, Hansen and Schlei Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 20-0898 Police Contract Bargaining City of Manitowoc Page 2 Personnel Committee Meeting Minutes - Final December 7, 2020 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. The specific subject matter that may be considered in closed session is: 20-1077 Audit Results from Central States (Closed Session portion of the Minutes has been redacted.) 7.
