The meeting was called to order at 5:30 p.m.

Approval of the Consent Agenda
Moved by Vanderkin, seconded by Czekala, to accept the Consent Agenda Items
and recommendations of the various committees. The motion carried by the
following vote:

21-0510 Request for Resolution to Hire Library Page Related to Elected Officials,
Department Heads, or Supervisory Personnel
Human Resources Director Jessie Lillibridge explained to the committee
that there is an ordinance in place to request approval when hiring
candidates related to elected officials, department heads, or supervisory
personnel.
Moved by Czekala, seconded by Vanderkin to approve the request for a
resolution to hire a Library Page related to an elected officials, department head,
or supervisory personnel and refer to council. The motion carried by the
following vote:
Aye: 5- Sitkiewitz, Vanderkin, Czekala, Schlei and Cummings
21-0524 Aldermanic Compensation
Alder Sitkiewitz explained to the committee that this agenda item is
brought forward each year for discussion.
Moved by Czekala, seconded by Vanderkin, that Aldermanic compensation be
placed on file for Council Consent Agenda. The motion carried by the following
vote:
Aye: 5- Sitkiewitz, Vanderkin, Czekala, Schlei and Cummings
21-0538 Request for an unpaid intern in the City Attorney's office.
City Attorney Kathleen McDaniel explained to the committee that Eric Brey,
a current student at the University of Wisconsin-Stevens Point, approached
their office requesting an unpaid internship for summer credits. Eric is
related to a council member so McDaniel brought this to committee to
ensure transparency and open discussion if there were any questions.
Moved by Schlei, seconded by Vanderkin, to approve the requested summer
internship for Eric Brey, who is related to a council member, in the City Attorney's
office and refer to council. The motion carried by the following vote:

6. Convene in Closed session
Moved by Czekala, seconded by Vanderkin, to convene in closed session at 5:36
p.m. The motion carried by the following vote:

Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session.

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
(www.zoom.com) to maximize opportunities for residents to attend. Those
attending the meeting via Zoom who wish to give public input are asked to keep their
microphone muted until public input is opened to improve audio quality for all
attendees. Those using their phone to call in may hit *6 to mute and unmute
themselves.
This meeting will be held in Council Chambers and also via remote conferencing

Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
