Meeting also available via Remote Conferencing-Zoom 1. Call to Order The meeting was called to order at 5:30 p.m. 2. Roll Call Jessie Lillibridge, Dan Koski, Kara Ottum, Shawn Esslinger, Tim Boldt, Amy Eisenschink, Jim Brey, Todd Reckelberg, Darian Kaderabek, Bill Schlei, Mackenzie Reed Kadow, Amanda Baryenbruch, Al Bruckschen, Dan Kutcher, and Debbie Charney Present: 5 - Sitkiewitz, Vanderkin, Czekala, Cummings and Beeman 3. Public Comment None 4. Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. REMOVAL OF CONSENT AGENDA ITEMS: None 22-0811 Approval of the September 8, 2022 Personnel Committee Minutes 22-0812 Review of Legal Fees Billed out Through September, 2022-Human Resources 22-0813 Report out of Human Resources Office Initiatives October, 2022 22-0814 Report out of City Attorney's Office Initiatives October, 2022 Approval of the Consent Agenda Moved by Vanderkin, seconded by Czekala, to accept the Consent Agenda Items as presented. The motion carried by the following vote: Aye: 5- Sitkiewitz, Vanderkin, Czekala, Cummings and Beeman 5. Discussion and Action Items City of Manitowoc Page 1 Personnel Committee Meeting Minutes - Final October 3, 2022 22-0818 Teamsters Local No. 662 Grievance Hearing and Discussion Human Resources Director, Jessie Lillibridge, explained to the Committee the background history of a grievance filed by Mike McGlin a current City Transit driver. Dan Kutcher, Union Representative, came to the table with Mike McGlin and Kutcher provided the Committee with supporting evidence for the grievance. Pictures were presented and a video was viewed. 22-0743 Benefit Plan Recommendations for 2023 No action taken on this item. Council discussed and took action. 6. Convene In Closed Session Moved by Vanderkin, seconded by Czekala, to convene in closed session at 5:51 p.m. The motion carried by the following roll call vote: Aye: 5- Sitkiewitz, Vanderkin, Czekala, Cummings and Beeman Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 22-0818 Teamsters Local No. 662 Grievance Hearing and Discussion 22-0613 Teamsters Local No. 662 Transit Contract Negotiations (Closed Session portion of the Minutes has been redacted.) 7. Reconvene In Open Session Moved by Vanderkin, seconded by Cummings, to reconvene in open session at 6:43 p.m. The motion carried by the following roll call vote: Aye: 5- Sitkiewitz, Vanderkin, Czekala, Cummings and Beeman 22-0818 Teamsters Local No. 662 Grievance Hearing and Discussion No action taken on this item at this time. Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby given to the public, to the Herald-Times-Reporter, the official newspaper of Manitowoc, and to those news media who have filed a written request for this notice that a meeting of the above-referenced will be held at the date, time and location listed above. This meeting is being conducted both in Council Chambers at City Hall and via Zoom (www.zoom.com) to maximize opportunities for residents to attend. Those attending the meeting via Zoom who wish to give public input are asked to keep their microphone muted until public input is opened to improve audio quality for all attendees. Those using their phone to call in may hit *6 to mute and unmute themselves. This meeting will be held in Council Chambers and also via remote conferencing software: www.zoom.com.
