Roll Call Present: 4- Brey, Hennessey, Sladky and Soeldner Absent: 1- Schema 3. Approval of Minutes 15-420 Approval of Minutes from March 2, 2015 Public Infrastructure Committee Meeting. Attachments: MeetingMinutes03-Apr-2015-09-56-46.pdf Moved by Brey, seconded by Hennessey, that the minutes from the March 2nd meeting be approved. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner 4. Discussion and Action Items 15-393 Request from Extreme Audio for a sign structure to be placed in the Right-of-Way. Attachments: 15-393.pdf G. Minikel said the requested sign placement is in the City ROW and on a connecting highway. The Committee recommends researching and bringing back to May meeting. This Request was discussed 15-403 Discussion of Alley Paving Program. Attachments: STORM SEWERS INSTALLED TO CURB CATCH BASINS.docx 15-412 STORM SEWER CONNECTION CHARGES.pdf Bill J. was present to discuss the catch basin connections. Commercial properties are automatic unless they had their own storm water onsite. G. Minikel said that the ordinance needs to be revised. The Committee recommending reporting back at the May/June meeting indicating charges and reason why they should/shouldn't be reimbursed. The Committee also recommended find out when the Ordinance went into effect and if there is a provision on Commercial property and to see if the charges are legit. Any Ordinance changes to be brought back to Committee. This Report was discussed 15-270 Cemetery Rules and Regulations. The Committee recommends approval as amended in 6(A) to remove strike through. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner 15-396 Quit Claim Deed for exchange of a cemetery space. The Committee recommends approval of the Quit Claim Deed. Attachments: 15-396.pdf Moved by Brey, seconded by Hennessey, that this Deed be approved. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner 15-255 Zoo Water Discussion. The Committee recommended entering into Contract with AECOM in the amount of $14,800. Attachments: 15-255.pdf Manitowoc Zoo Well Agreement (2).pdf D. Koski said that other options were reviewed and the best option is to install a well. He recommends entering into contract with AECOM for $14,800 to perform aquifer analysis, well design, regulatory approval and bidding, and contruction related services. Moved by Hennessey, seconded by Brey, to enter into Contract with AECOM for the sum of $14,800. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner City of Manitowoc Page 2 Public Infrastructure Committee Meeting Minutes April 6, 2015 15-388 Capital Allocation Working Group recommends funding an additional $8,160 to the Access Control project at City Hall and Police Department due to the elevator control and restricting access to the basement, recommending approval of recommendation and allocation of funds. Attachments: Access Control City hall and PD J. Hennessey recommended seeing a master plan for the entire building. D. Soeldner explained this is for replacement of existing equipment. Moved by Brey, seconded by Sladky, for approval of recommendation and allocation of funds for additional $8,160 to the Access Control project at City Hall and Police Department due to the elevator control and restricting access to the basement. The motion carried by the following vote: Aye: 3- Brey, Sladky and Soeldner Nay: 1- Hennessey 15-400 CAWG recommends moving of funds to cover projects that came in over bid from projects that came in under bid. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner 15-394 Request for a one-year street sweeping parking ban exemption (Section 10.1015) for Lakeside Foods and the Carferry. The Committee recommending approval of the request. Attachments: 15-394.pdf Moved by Sladky, seconded by Brey, that the Request for one-year street sweeping parking ban exemption for Lakeside Foods and the Carferry be approved. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner 15-401 Special Events Request from Rahr-West Art Museum to hold Sputnikfest on September 12, 2015, at corner of N. 8th Street and Park Streets. This will require street closure of N. 8th (State-St. Claire Street) and Park Street (N. 7th-N. 9th Street), recommending approval. Attachments: 15-401.pdf The Committee believed State approval woud be required as well. Moved by Hennessey, seconded by Sladky, that this Special Events Request be approved. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner City of Manitowoc Page 3 Public Infrastructure Committee Meeting Minutes April 6, 2015 15-402 Special Events Request from the Vietnam Veterans of America, Chapter 731, requesting permission for annual Memorial Day Parade, on Monday, May 25, 2015 beginning at 9:00 a.m. The parade will begin at 8th and Washington Street to Huron Street, west on Huron Street and Michigan Avenue to Veterans Memorial where a ceremony will be held, recommending approval. Attachments: 15-402.pdf Moved by Brey, seconded by Sladky, that this Special Events Request be approved. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner 15-419 Special Events Request from the Amvets Post 99 for Gravity Hill Derby on Conroe Street from 44th Street to Rapids Road, on June 20, 2015, recommending approval. Attachments: 20150403090742909.pdf Moved by Sladky, seconded by Brey, that this Special Events Request be approved. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner 15-395 WisDOT 2015-2020 STP-Urban Program Application for South 10th Street from Dewey to Viebahn Street. The Committee approved submittal of application. A motion was made by Alderperson Jill Hennessey, seconded by Alderperson Jason Sladky, that this Report was recommended for approval to the Common Council. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner 13-120 Ordinance to amend Section 7.210 of the Manitowoc Municipal Code regulating snow removal and deposits. The Committee recommended adoption of the Ordinance. Attachments: 13-120.pdf A motion was made by Alderperson Jill Hennessey, seconded by Vice Chair Jim Brey, that the Ordinance was recommended for approval to the Common Council. The motion carried by the following vote: Aye: 4- Brey, Hennessey, Sladky and Soeldner 13-606 Ordinance amending Sections 10.290 and 10.730 of the Municipal Code to designate a portion of Park Street as a one-way street and to add angle parking. The VIC will be funding $853.00 toward the project also, recommending approval of request. Attachments: vic economizer Moved by Hennessey, seconded by Brey, that the CAWG recommendation for funding an unbudgeted request for $853 for the Economizer replacement at the Visitor Information Center be approved as requested.
