The motion carried by the following vote: Aye: 3- Schema, Brey and Soeldner 4. Discussion and Action Items 15-403 Discussion of Alley Paving Program. Soeldner said that they understand the need to do these alleys and they plan to include in the budget for next year in hopes it will stay in the budget. G. Minikel reported that the storm drains are below grade and Mr. Whiteside reported a large hole that they are backing into. The Committee ok'd the Public Infrastructure Department to take a look and see what could be done. This Action Item was discussed, accepted and placed on file. The Committee said it would be placed in the budget for the 2016 paving program. City of Manitowoc Page 1 Public Infrastructure Committee Meeting Minutes May 4, 2015 15-393 Request from Extreme Audio for a sign structure to be placed in the Right-of-Way. The Committee approved subject to agreement between City and owner protecting City from maintenance, liability and litigation. Attachments: 15-393.pdf John Peroutka from Extreme Audio was present requesting placement of a sign in the Right-of-way. J. Sladky said that he would like Engineering staff to approve placement of the sign and indicate what is underneath. J. Sladky made a motion to approve request subject to an agreement between the City and the owner of Extreme Audio protecting the City from maintenance, liability and litigation. A. Schema 2nd motion. Dan Koski's concern was setting precedence to other businesses and there are utilities in the ROW. A motion was made by Member Jason Sladky, seconded by Alderperson Allan Schema, that the request of sign placement in Right-of-Way be approved subject to an agreement between the City and the owner of Extreme Audio protecting the City from maintenance, liability and litigation. A. Schema 2nd motion. The motion carried by the following vote: Aye: 4- Schema, Brey, Soeldner and Sladky 15-479 Ingress/Egress Issues at Silverridge Subdivision. The Committee instructed the Public Infrastructure Department to recommend to Wisconsin DOT that Westbound Bypass lane be added to intersection of 151/Silverridge when 2020 reconstruction project plans developed. Moved by Brey, seconded by Sladky, that the Public Infrastructure Department recommend sending a letter to the Wisconsin DOT requesting that a westbound bypass lane be added to intersection of Hwy 151/Silverridge when 2020 reconstruction project plans are developed. The motion carried by the following vote: 15-480 Drainage Issue on Ahrens Street. Attachments: 15-480 DRAINAGE N 12TH ST.pdf Mike Dailey was present to talk about drainage on Ahrens Street, his backyard gets flooded in the Spring when there are heavy rains. The Committee recommended adding Ahrens Street Mini Sewer into the 2016 Capital Budget. The Public Infrastructure Department will manage the design. The Committee recommended directing staff to draft intent to reimburse Resolution and authorize agent Resolution. Moved by Brey, seconded by Sladky, to direct staff to draft intent to reimburse Resolution and authorize agent Resolution. The motion carried by the following vote: Aye: 4- Schema, Brey, Soeldner and Sladky 15-505 Resolution for Clean Water Fund application for the WWTF Improvements. Schenioha was present and discussed the Rapid Improvement that was used. The team formed to discuss the leaf concerns. The Committee recommended checking to see what other cities are currently doing to allow leaves out on the street and parking. They also mentioned that we will need to make public aware of changes. The Committee recommended instructing staff to draft Resolution refunding connection fee to property owners erroneously charged. Minikel reported that he found one wrong charge from the list provided at the last meeting (920 Viebahn Street). Moved by Brey, seconded by Schema, to refund $500 to properties as recommended by the DPI Staff excluding commercial properties.that this Report be approved. The motion was withdrawn and carried by the following vote: Aye: 3- Schema, Brey and Soeldner City of Manitowoc Page 3 Public Infrastructure Committee Meeting Minutes May 4, 2015 Moved by Brey, seconded by Schema, that the motion be amended to refund fees that were paid and invoiced 10 years back from today's date, May 4, 2015. This would exclude all Commercial properties. The motion was withdrawn and carried by the following vote: Aye: 3- Schema, Brey and Soeldner Moved by Brey, seconded by Schema, to instruct staff to draft Resolution refunding connection fee to property owners erroneously charged and instruct Finance Dept to determine which budget line reimbursement fees will come from. The motion carried by the following vote: Aye: 3- Schema, Brey and Soeldner 15-483 2015 Urban Mass Transit Paratransit Assitance Contract between State of Wisconsin, Department of Transportation and the City of Manitowoc, recommending acceptance of agreement and payment. Moved by Brey, seconded by Schema, to approve the request for an Electric Vehicle re-charging station at the Visitor Information Center. The motion carried by the following vote: Aye: 3- Schema, Brey and Soeldner 15-481 Special Events Request from Northeastern Wisconsin Great Lakes Sport Fishermen for the 41st Annual NEWGLSF Salmon Derby on July 3rd-5th, 2015 at the Manitowoc Marina. A request for extended noise ordinance for Friday night, use of various City equipment, permission to sell fermented beverages until 11:30 p.m., as detailed therein. (Also referred to Licensing, Permits & Inspections and Public Safety Committees.) The Committee recommended approving Special Events Request. Brey mentioned looking at property for sale and possibly purchasing some of the property. G. Minikel said he will keep the Committee updated. This Action Item was discussed City of Manitowoc Page 5 Public Infrastructure Committee Meeting Minutes May 4, 2015 15-484 Special Events Request for 7th Annual Street Party at Fat Seagull on Quay Street from South 9th to South 8th Street on July 25, 2015. They are requesting street closure on Saturday, July 25th, 2015 for a portion of Quay Street from 6:00 a.m. to 10:30 p.m., recommending approval of the request.
