1. Call to Order
The meeting was called to order at 5:31 p.m. by Alderman Novak
2. Roll Call
Present: 5- Novak, Brey, Vanderkin, Hansen and Brunner
Staff Present: D. Koski, G. Minikel, S. Birr, L. Majerus ( via Zoom), C. Hall

These items will be approved by one motion unless any Committee Member wishes to remove an
item for discussion.
REMOVAL OF CONSENT AGENDA ITEMS:
Any Committee Member may request removal of any item from the Consent Agenda, and such item
shall be removed without debate or vote. Any item or part thereof removed from the Consent
Agenda shall be separately considered.

20-0784 Request for wider driveway approach at 2728 Knuell Street

Lanny Pries, was present to discuss widening his driveway at 2728 Knuell
Street. He is requesting to widen to a 32.6" approach to allow a straight shot to
the garage. The City Engineering Dept is ok with the request.
A motion was made by Jim Brey, seconded by John Brunner, that the Request for
a wider driveway was approved for 32.6' for Consent Agenda. The motion
carried by the following vote:

20-0785 Flooding concerns at 955 North 5th Street

Proposed Inlets for Flooding at 955 North 5th Street 20-0785.pdf
Ashley Hunt, 955 N. 5th Street, was present as well as Jesse Tegen, Starr
Gerk, Robert Shebesta and Greg Stann was present via Zoom, to discuss the
flooding issues in that area.
Discussion ensued regarding the flooding that occurs during the heavy
downpours. The Engineering Department would like to install larger inlets in this
area to take in more water.
A motion was made by Chairperson Jeremiah Novak, seconded by John Brunner,
for the Engineering Department to Submit a CAWG Request of $50,000 to install
larger inlets and televise sewers requested by City Engineering Dept. The
request will be forwarded to Finance Committee after CAWG approval.

20-0780 Request for crosswalk on S. 29th Street on the block of Halverson Park

A motion was made by Jim Brey, seconded by John Brunner, that the Request for
crosswalks was placed on file as crosswalks are already in as previously
approved by the Safety Committee. The motion carried by the following vote:

20-0779 Request for sidewalk and/or pedestrian crossings in triangular area of
Rapids Rd/Waldo Blvd to North 40th Street

G. Minikel discussed the long history of this area.
After discussion, the Committee decided to wait to see what comes out of the

Bike and Pedestrian plan for this area.
A motion was made by Chairperson Jeremiah Novak, seconded by Jim Brey, that
the sidewalk Request was placed on file for Consent Agenda. The Bike and
Pedestrian Plan will address sidewalk in this area. The motion carried by the
following vote:

20-0788 Request for approval of updated Parks and Recreation Logo

A motion was made by Chairperson Jeremiah Novak, seconded by Jim Brey, that
the new Parks & Recreation Logo was approved as submitted by Department and
was placed on file for Consent Agenda. The motion carried by the following
vote:

20-0769 Request to use donation tube funds for transformation of bird exhibit to a
porcupine exhibit

C. Hall informed the Committee we have three (3) empty exhibits at the zoo. He
is requesting using donation tube funding for new exhibits with Zoo Society
matching. This will allow them to fill two (2) of the exhibits.
A motion was made by Chairperson Jeremiah Novak, seconded by Vice Chair
Courtney Hansen, that the Request to use donation tube funding to fill two (2)
exhibits at the Zoo, was approved for consent agenda. The motion carried by
the following vote:

20-0770 Masterplan for Lincoln Park Zoo

A motion was made by Jim Brey, seconded by John Brunner, that the Request for
approval of the Masterplan for the Lincoln Park Zoo was approved for Consent
Agenda. The motion carried by the following vote:

20-0761 CAWG recommendation to fund $75,000.00 for Engineering Department
Broadway Bridge Overlay/Redecking, recommend to approve the request.

Request for Engineering Dept Broadway Bridge Overlay/Redecking was
approved for consent agenda. The motion carried by the following vote:

20-0762 CAWG recommendation to fund up to $50,000.00 for Engineering
department Concrete Crushing, recommend to approve the request.

that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting is being conducted via remote conferencing software due to a state of
emergency and the Wisconsin Governor's Executive Order. Members of the public

Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
