1. Call to Order
Vice-Chair Courtney Hansen called the meeting to order at 5:31 p.m.
2. Roll Call

These items will be approved by one motion unless any Committee Member wishes to remove an
item for discussion.
REMOVAL OF CONSENT AGENDA ITEMS:
Any Committee Member may request removal of any item from the Consent Agenda, and such item
shall be removed without debate or vote. Any item or part thereof removed from the Consent
Agenda shall be separately considered.
20-0897 Approval of the Minutes from the August 5th, 2020 Public Infrastructure
Committee Meeting

A motion was made by Jim Brey, seconded by John Brunner, that the Minutes
from the August 5, 2020 meeting were approved. The motion carried by the
following vote:

6. Discussion and Action Items
20-0888 Red Arrow Monument Design Plan Update

Ed Hansen, President of Friends of Red Arrow Park, was present.
Mr. Hansen discussed the re-design option with the Committee. There was not
enough funding for the previous design. He is looking for Committee approval to
move forward.
A motion was made by Jim Brey, seconded by John Brunner, that the Request to
move forward with design concept for Red Arrow Park Memorial was approved
and referred to Council. The motion carried by the following vote:

20-0894 Vinton Construction Company Potential Acquisition of Albert Drive
Property / Radandt Drive Access

G. Minikel said that this was presented at Plan Commission. They are looking
to entering into agreement for access over unimproved right of way.
The City Attorney will need to draft the agreement.
A motion was made by Jim Brey, seconded by Vice Chair Courtney Hansen, for
approval and drafting of documents for Radandt Drive Access, Access over
Unimproved Right of Way, for consent agenda. The motion carried by the
following vote:

20-0895 Request for 32 foot driveway at 4249 Springhill Drive

Jessica Vogel, from 4249 Springhill Drive was present to discuss widening her
driveway approach beyond the 25 feet in the Ordinance.
G. Minikel said he didn't have an issue with this as it is a dead end street and
the width would be about 31-32 feet.
A motion was made by John Brunner, seconded by Jim Brey, that the Request for
a 32 foot driveway approach was approved for consent agenda. The motion
carried by the following vote:

20-0890 Discussion regarding Maintenance of Culverts within City

Eric Sitkiewitz was present, and recommended this was placed on the Agenda
as a constituent contacted him to discuss culverts and who is responsible for
maintaining them.
G. Minikel said this is similar to a driveway and is the responsibility of the
property owner.
D. Koski said that the ditches are part of the stormwater system, however,
some of the property owners filled in their ditches.
G. Minikel said that we would have to take a look at each specific culvert and
would need to take elevations of the ditch.
The Committee instructed the Engineering Department to look further into and
bring back to the Committee for approval. Eric Sitkiewitz said he will inform the
property owners that it will be on the Agenda.
20-0889 Water Flow and Flooding Concerns from S. 9th and Marshall Streets

G. Minikel informed the Committee that there isn't alot of water being removed
as the inlets are small. This street is in the 5-year plan to be reconstructed and
this would change the storm system at this time.
G. Minikel said he recommends incorporating in 2022 budget requests in
conjunction with streets.
A motion was made by Jim Brey, seconded by John Brunner, that the Request for
flooding concerns from S. 9th and Marshall Street be placed on file within
Engineering Department. It is currently in the 5-year plan. The motion carried by
the following vote:

20-0891 Flooding Concern by Hendricks Beverage on Custer Lane

G. Minikel discussed the drainage concern by Hendricks Beverage on Custer
Lane. Fleet Farms expansion has brought the water their way.
Greg said that we wouldn't do anything until next year.
A motion was made by John Brunner, seconded by Jim Brey, that the flooding
concern by Hendricks Beverage be placed on file in Engineering Department.

20-0892 Road Repairs on Kellner Street

The Engineering Department will be working to get this into the 5-Year Program.
A motion was made by John Brunner, seconded by Vice Chair Courtney Hansen,
that the Request for road repairs on Kellner Street was placed on file. The
motion carried by the following vote:

20-0893 Painting of Street and Public Murals Future Requests

J. Brey asked for this to be put on the agenda. L. Majerus said there is an
Ordinance that applies to murals within the City.
A motion was made by Jim Brey, seconded by John Brunner, that the Request to
discuss painting of murals on street and on public buildings was placed on file.
The motion carried by the following vote:

20-0896 Resolution for Stormwater Planning Grant

A motion was made by Jim Brey, seconded by John Brunner, that the Resolution
for Stormwater Planning Grant was approved and referred to Council. The
motion carried by the following vote:
Aye: 4- Brey, Vanderkin, Hansen and Brunner
20-0882 CAWG recommendation to fund up to $3,591.21 for DPW Mechanic's
Shop to replace existing hydraulic hose crimper and dies, recommend to
approve the request.

D. Koski said that this has already been approved through Finance.
A motion was made by John Brunner, seconded by Jim Brey, that the CAWG
Request to replace the hydraulic hose crimper was approved for consent agenda.
The motion carried by the following vote:
