Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. REMOVAL OF CONSENT AGENDA ITEMS: None Any Committee Member may request removal of any item from the Consent Agenda, and such item shall be removed without debate or vote. Any item or part thereof removed from the Consent Agenda shall be separately considered. 21-0439 Approval of Minutes from the April 7, 2021 Public Infrastructure Committee Meeting Attachments: April 7, 2021 Minutes.pdf A motion was made by Steven Czekala, seconded by Vice Chair Jim Brey, that the Minutes from the April 7, 2021 meeting was approved. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 6. Discussion and Action Items City of Manitowoc Page 1 Public Infrastructure Committee Meeting Minutes May 5, 2021 21-0418 Ordinance to amend MMC § 8.170, Names and Locations of Parks Attachments: Ord to Amend 8.170 Names and Locations of City Parks.pdf C. Hall explained that there are outdated park names and would like the names updated in order to enforce the alcohol portion of the policy. A motion was made by Steven Czekala, seconded by Tim Boldt, that the Ordinance to amend Names and Locations of Parks MMC § 8.170 was approved and referred to council. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0426 Request to use funds from the Miracles Donation tube for Miracles Field Fence Repair Attachments: 21-0426 Miracles Field Fence Repair.pdf A motion was made by Vice Chair Jim Brey, seconded by Tim Boldt, that the Request to use funds from Miracles Donation Tube for fence repair was approved and referred to council. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0425 Request to use Schuette Park Donation Tube Funds for maintenance project for Community Built Playground Attachments: 21-0425 Schuette Park Community Built Playground Maintenance Project.pdf C. Hall explained that this is an 18 year old structure and has an expected life of 20 years. The short term plan is the maintain and bring in consultant with full week of repairs in July until a long range plan can be established as part of the budget process. A motion was made by Vice Chair Jim Brey, seconded by Steven Czekala, that the Request to use Schuette Park donation tube funds for maintenance was approved and referred to council. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0433 Manitowoc Public Utilities Estimate #E2021-11 Reconfigure 8th & Maritime Drive Attachments: 21-0433 MPU Estimate for 8th & Maritime Dr.pdf A motion was made by Steven Czekala, seconded by Vice Chair Jim Brey, that the Request to approve the MPU Estimates to Reconfigure 8th & Maritime Drive was approved for consent agenda. Minikel informed the Committee about the failure in the retaining wall on Magnolia Ave between N. 10th and N. 18th Street. G. Minikel explained that he received quotes from Vinton Construction and Highway Landscapers (3 options). This will need to be submitted through CAWG for funding of this project. We can't really wait as more of this wall could fall. The Committee recommended Highway Landscapers to use existing blocks to rebuild the wall about 8 inches lower than old wall. Dan Hoefert, property owner adjacent to the property with wall is concerned that if there is no wall, kids could run into street for balls, etc. and the wall keeps value of properties up. A motion was made by Vice Chair Jim Brey, seconded by Steven Czekala, to approve Option 1 with Highway Landscapers and include replacement of fence and trees and refer to CAWG and then to Finance. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0435 Request to Widen Driveway approach at 1313 N 10th Street. Attachments: 21-0435 Request to widen driveway at 1313 N 10th Street.pdf Request was withdrawn by property owner. 21-0436 Request for Access over Unimproved Right of Way on Braun Court Attachments: 21-0436 Access over unimproved Right of Way on Braun Ct.pdf G. Minikel explained we received a request from SMI for Manitowoc Storage Solutions for Access over Unimproved Right-of-Way on Braun Court. They can install asphalt but it will need to be maintained. The City does not hold any risk if this needs to be torn out at a future date. A motion was made by Vice Chair Jim Brey, seconded by Steven Czekala, that the Request for Access over Unimproved Right of Way on Braun Court was approved for consent agenda. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt City of Manitowoc Page 3 Public Infrastructure Committee Meeting Minutes May 5, 2021 21-0437 Lakeshore Mini Storage LLC Stormwater Management Facility Maintenance Agreement Attachments: 21-0437 Lakeshore Mini Storage Stormwater Maintenance Agreement.pdf This is a standard agreement required by the DNR. This has been reviewed by the Attorney's Office. A motion was made by Steven Czekala, seconded by Tim Boldt, that the Lakeshore Mini Storage LLC Stormwater Management Facility Maintenance Agreement was approved for consent agenda. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0438 Request to break out a separate Forestry Budget from the Parks Budget Attachments: 21-0438 Forestry Division Budget.pdf D. Koski informed the Committee that this passed Finance Committee. Forestry was previously imbedded in the Parks Budget and it was confusing submitting expenses and obtaining grants. A motion was made by Steven Czekala, seconded by Tim Boldt, that the Request to break out Forestry into a separate budget was approved for consent agenda.
