1. Call to Order
Present: 7- Brey, Vanderkin, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
Absent: 1- Nickels
2. Bids for 2021 Concrete Paving II (Custer Street Reconstruction), Project WS-21-2
& WS-21-17
City Clerk reported having received two (2) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Vinton Construction Company, Bid Bond, $3,469,845.90
Advance Construction Inc., Bid Bond, $3,921,792.43
Moved by City Attorney Kathleen McDaniel, seconded by Alderperson Todd
Reckelberg, to refer the bid to the Director of Public Infrastructure for tabulation
and recommendation. The motion carried by the following vote:
Aye: 7- Brey, Vanderkin, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
3. Agreement with Play by Design for Community Built Playground at Schuette Park
Maintenance Management, AGMT-21-11, for a contract price of $9,300.00
Director of Public Infrastructure Dan Koski explained to the board that the
playground is in need of short term repairs. After the repairs are
completed, they are creating a plan to maintain the playground for the
future.
Moved by Reckelberg, seconded by Koski, to enter into the agreement. The
motion carried by the following vote:
Aye: 7- Brey, Vanderkin, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
4. Agreement with Philippi Quality Construction for Lincoln Park Restroom
Restoration, AGMT-21-12, for a contract price of $13,123.00
Director of Public Infrastructure Dan Koski explained the funding source is
from CARP funds for this agreement. This agreement is to fix the
vandalism repairs.
Moved by McDaniel, seconded by Reckelberg, to enter into the agreement. The

motion carried by the following vote:

City Clerk submitted the following Change Orders for approval:

Moved by McDaniel, seconded by Reckelberg, that the change orders be
approved. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
