Call to Order Chairperson J. Brunner called the meeting to order at 5:30 p.m. 2. Roll Call Present: 5- Brunner, Brey, Czekala, Beeman and Boldt Staff Present: D. Koski, G. Minikel, S. Birr, L. Hoffman, E. Majerus (via Zoom), C. Hall Others Present: Annette Wuellner, Dick Rosinsky, Eric Brey 3. Public Comment 4. Presentations 5. Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. REMOVAL OF CONSENT AGENDA ITEMS: Any Committee Member may request removal of any item from the Consent Agenda, and such item shall be removed without debate or vote. Any item or part thereof removed from the Consent Agenda shall be separately considered. 21-0547 Approval of the Minutes from the Public Infrastructure Committee Meeting on May 5, 2021 Attachments: May 5, 2021 Minutes.pdf A motion was made by Vice Chair Jim Brey, seconded by Steven Czekala, that the Minutes from the May 5th Public Infrastructure Committee were approved. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 6. Discussion and Action Items City of Manitowoc Page 1 Public Infrastructure Committee Meeting Minutes June 9, 2021 21-0539 Request for waiver of fees from Special Olympics Attachments: 21-0539 Fee Waiver Special Olympics.pdf D. Koski explained that in the past there were groups that requested waiver of fees and this requires Council approval. Annette Wuellner from Special Olympics was present and explained that they like to rent the Rollaire for the high ceilings. They are requesting the fee to be waived as they are a non profit organization. A motion was made by Steven Czekala, seconded by Vice Chair Jim Brey, that the Request to waive fees indefinitely for Special Olympics was approved for consent agenda. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0540 Request for Waiver of Fees for the YMCA Summer Tennis Lessons Program Attachments: 21-0540 Waiver of Fees for YMCA Summer Tennis Program.pdf J. Brunner asked if we have waived in the past for the YMCA Summer Tennis Program. C. Hall said fees have been waived in the past, but with the new staff on board he would like approval moving forward. J. Brunner is pleased that the requests are coming forward for approval. A motion was made by Steven Czekala, seconded by Tim Boldt, that the Request for waiver of fees for the YMCA Summer Tennis Lessons program was approved for consent agenda. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0541 Request to Extend Sanitary Sewer to Serve Lots on S. 15th Street Attachments: 21-0541 Annexation S. 15th Street.pdf G. Minikel explained to the Committee that Community Development reported there may be possible annexations for South 15th Street to extend City sewer. It is just a communication at this point, and would like Committee support moving forward. A motion was made by Vice Chair Jim Brey, seconded by Steven Czekala, that the Request for possible annexation and sewer extension on S. 15th Street was approved for consent agenda. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0544 Discussion and possible action to Create a Downtown Parklet Program Attachments: 21-0544 Parklet Policy.pdf Parklet Resolution 21-0544.pdf D. Koski said the State recently extended parklets to include connecting City of Manitowoc Page 2 Public Infrastructure Committee Meeting Minutes June 9, 2021 highways. The City is looking to put a policy in place for the downtown businesses that serve food and/or drink. T. Boldt expressed his concern with limited parking and limited access to other businesses. L. Majerus explained that parklets are only allowed on the frontage of their business and is limited to food and/or beverage establishments only. A motion was made by Vice Chair Jim Brey, seconded by Steven Czekala, that the request for a downtown parklet program was approved and the Resolution was referred to council. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0542 Mobility Manager and Paratransit Agreement Attachments: 21-0542 Paratransit Service Agmt. with Manitowoc County ADRC 2022-2025.pdf 21-0542 Transportation Mobility Manager Agmt. with Manitowoc County 2021-2023.pdf D. Koski explained the new rules and regulations. A motion was made by Steven Czekala, seconded by Vice Chair Jim Brey, that the Mobility Manager and Paratransit Agreement was approved and referred to council. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0543 Stormwater Management Facility Maintenance Agreement with Bank First, 402 N. 8th Street, Manitowoc, WI 54220 Attachments: 21-0543 Stormwater Management Maintenance Agreement for Bank First.pdf A motion was made by Tim Boldt, seconded by Steven Czekala, that the Stormwater Management Agreement for Bank First was approved for consent agenda. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0545 Truck Traffic on Wollmer Street between South 16th Street and South 21st Street J. Brey put on the agenda to try to eliminate truck traffic by installing No Truck Signs. A motion was made by Steven Czekala, seconded by Tim Boldt, that these Action Item was referred. to the Public Safety Committee for truck traffic discussion and the possiblility of signage. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 21-0546 Request to evaluate Stop Signs at the Intersection of South 19th and Wollmer Street City of Manitowoc Page 3 Public Infrastructure Committee Meeting Minutes June 9, 2021 J. Brey requested this to be discussed as there are many people going through the stop sign at the intersection of S. 19th and Wollmer Street. The PI Committee recommended removing the signs and referred to Public Safety. A motion was made by Steven Czekala, seconded by Tim Boldt, that the Request to evaluate truck traffic was referred to the Public Safety Committee. The motion carried by the following vote: Aye: 5- Brunner, Brey, Czekala, Beeman and Boldt 7. Previously Tabled Items 8.
