Roll Call Present: 4- Able, Sitkiewitz, Sladky and Brandel 3. Approval of Minutes 15-356 February 3, 2015 Public Safety Minutes, recommending approval and place on file. Moved by Brandel, seconded by Sitkiewitz, that the February 3, 2015 Public Safety Minutes be approved and placed on file. The motion carried all in favor. 4. Public Comment 5. Monthly Reports 15-357 Police and Fire Monthly Reports for January and February 2015, recommending approval and place on file. Moved by Sitkiewitz, seconded by Sladky, that the January and February Police and Fire monthly reports be approved and placed on file. The motion carried all in favor. 6. Discussion and Action Items 15-292 Joseph Horstketter dispute of $125.00 Hazardous Fluid Cleanup fee on City of Manitowoc Invoice 23398, recommending approval to waive the $125 fee. Moved by Sitkiewitz, seconded by Sladky, to approve waiving the $125 cleanup fee. The motion carried all in favor. 15-288 Request from Peggy Krey to remove the 2 hour parking limit in front of Capital Civic Center Administrative Office on Jay St between S 7th and 8th St, recommending place on file. Moved by Sladky, seconded by Sitkiewitz, that this Communication be placed on file. The motion carried all in favor. 15-289 Police Chief request to review Crossing Guard wages and compare with other cities and the quote from a private company, recommending place on file. Moved by Sitkiewitz, seconded by Brandel, that this Proposal be placed on file. The motion carried all in favor. City of Manitowoc Page 1 Public Safety Committee Meeting Minutes - Final March 23, 2015 15-290 Police Chief request to use money from Police Department seizure lines as start up money for Police Explorer program, recommending approval. Moved by Sitkiewitz, seconded by Sladky, to approve the start up money for the Police Explorer program be taken from the Police seisure lines. The motion carried all in favor. 15-291 Police Chief request to accept donation for partial payment for a lighted pedestrian crossing sign and then pull money from one of the police department donation lines for the rest of the expense, recommending approval to accept donation and to pay for the rest and determine the best location. Moved by Sitkiewitz, seconded by Sladky, to accept the donation and pay for the rest and to determine the best location. The motion carried all in favor. 15-355 Police Chief request to fill budgeted promotional positions, to include Captain, recommending approval for all budgeted promotions. Moved by Sladky, seconded by Brandel, to approve all budgeted promotions. The motion carried all in favor. 15-343 Discussion and possible action on the police department structure including job descriptions for Deputy Chief and Assistant Chief positions, recommending approval of new Assistant Chief position as long as Community Policing Lieutenant and Crime Analyst are removed. Moved by Sitkiewitz, seconded by Sladky, to approve the new Assistant Chief position as long as the Community Policing Lieutenant and Crime Analyst positions are removed. The motion carried all in favor. 15-293 Contract between Bartolotta Fireworks Co, Inc and City of Manitowoc for July 4, 2015 fireworks display, recommending approval. Moved by Sladky, seconded by Sitkiewitz, that this Contract be approved. The motion carried all in favor. 15-342 MFD Agreement 2015 with Fox Valley Technical College, recommending approval. Moved by Sitkiewitz, seconded by Sladky, that this Agreement be approved. The motion carried all in favor. 15-330 Ordinance to amend Section 10.630 of the Municipal Code revising the regulation for towing vehicles, recommending approval with clarification of City Attorney. Moved by Brandel, seconded by Sitkiewitz, that this Ordinance be approved with clarification of the City Attorney. The motion carried all in favor. 15-334 Ordinance amending Section 14.560 of the Municipal Code regulating nuisance properties, recommending approval.
