Roll Call Present: 4- Able, Sitkiewitz, Sladky and Brandel Absent: 1- Howe 3. Approval of Minutes 15-182 Minutes from November 11, 2014 Public Safety Meeting, recommending approve and place on file. Motion by Sladky, seconded by Brandel, to approve these Minutes and place on file. Motion carried 4-0 4. Public Comment None 5. Monthly Reports 15-173 Fire Department Monthly Report - NOVEMBER 2014, recommending place on file. One motion was made by Sitkiewitz to place all 4 monthly reports on file. Seconded by Brandel. Motion carried 4-0 Aye: 4- Able, Sitkiewitz, Sladky and Brandel 15-174 Fire Department Monthly Report - DECEMBER 2014, recommending place on file. One motion was made by Sitkiewitz to place all 4 monthly reports on file. Seconded by Brandel. Motion carried 4-0 Aye: 4- Able, Sitkiewitz, Sladky and Brandel 15-175 Police Department Monthly Report - NOVEMBER 2014, recommending place on file. One motion was made by Sitkiewitz to place all 4 monthly reports on file. Seconded by Brandel. Motion carried 4-0 Aye: 4- Able, Sitkiewitz, Sladky and Brandel City of Manitowoc Page 1 Public Safety Committee Meeting Minutes - Final February 3, 2015 15-176 Police Department Monthly Report - DECEMBER 2014, recommending place on file. One motion was made by Sitkiewitz to place all 4 monthly reports on file. Seconded by Brandel. Motion carried 4-0 Aye: 4- Able, Sitkiewitz, Sladky and Brandel 6. Discussion and Action Items 14-2421 Communication from CESA 7 Head Start requesting a "No Parking During School Hours" sign to be posted on the 700 block of State Street to allow buses to pick up and drop off children safely in front of school. Draft ordinance No Parking from 8:30am to 1:00 pm Moved by Sladky, seconded by Sitkiewitz to approve "No Parking 8:30am to 1:00pm on School Days". Motion carried 4-0 Aye: 4- Able, Sitkiewitz, Sladky and Brandel 14-2485 Agreement with Lifequest to provide EMS billing services. Moved by Sitkiewitz, seconded by Sladky to approve and forward completed negotiated contract to Council. Motion carried 4-0 Aye: 4- Able, Sitkiewitz, Sladky and Brandel 14-2621 Resolution adopting Manitowoc County's hazard mitigation plan, recommending approve and place on file with the HMP attached. Motion was to approve and place on file. Moved by Sitkiewitz, seconded by Sladky, that this Resolution be approved and placed on file. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Brandel 15-017 Communication from Attorney Joseph Pozorski III in behalf of Heather Freiwald, 1413 N. 6th Street, requesting an appeal relative to property being deemed a nuisance property, recommending place on file. Moved by Brandel, seconded by Sitkiewitz, that this Communication be placed on file. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Brandel 15-019 Joint Powers Agreement between Manitowoc County Joint Dispatch Center and City of Manitowoc effective March 1, 2015, recommending approve (enter into agreement). Moved by Sitkiewitz, seconded by Sladky, that this Agreement be approved. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Brandel City of Manitowoc Page 2 Public Safety Committee Meeting Minutes - Final February 3, 2015 15-127 Agreement with Line Line/Life Quest to provide ambulance billing services, recommending attach to 14-2485 and place on file. Attach to 14-2485 and place on file. Moved by Brandel, seconded by Sladky, that this Agreement be attached to 14-2485 and placed on file. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Brandel 15-128 Advanced Life Support Intercept Agreement between City of Manitowoc and City of Kiel, recommending approval. Moved by Sitkiewitz, seconded by Brandel, that this Agreement be approved. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Brandel 15-168 Communication from Heidi Herrmann concerning her dog being attacked for second time by neighbors dog living at 1105 Dewey St, recommending place on file. Moved by Brandel, seconded by Sitkiewitz, that this Communication be placed on file. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Brandel 15-170 Communication from Joyce Robbins requesting to change wording on parking signs on S. 9th St in block of Lincoln High School, recommending place on file. No complaints from school or other citizens. Moved by Sitkiewitz, seconded by Sladky, that this Communication be placed on file. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Brandel 15-177 Agreement between Holy Family Memorial Medical Center and City of Manitowoc Fire Department for Ambulance Service, recommending approval and amending date to 2015. Moved by Sitkiewitz, seconded by Sladky, that this Agreement be approved with date amended to 2015. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Brandel 15-178 Communication from Police Chief Dick requesting to hire police officers up to the budgeted amount in 2015, recommending approval provided no city-wide hiring freeze is inacted and place related documents on file. Moved by Sitkiewitz, seconded by Sladky, that this Communication be approved provided no city-wide freeze is inacted and place related documents on file. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Brandel City of Manitowoc Page 3 Public Safety Committee Meeting Minutes - Final February 3, 2015 15-179 Communication from Police Chief Dick requesting to fill an upcoming Lieutenant position that will be vacated through retirement, recommending approval of request and place on file. Motion by Sladky, seconded by Brandel, to approve this request and place on file. Motion carried 4-0 15-180 Communication from Police Chief Dick requesting to create a Deputy Chief of Administrative Support. Moved by Sitkiewitz, seconded by Brandel, that this Communication be recommended for approval to the Personnel Committee for development & costing and refer back to Public Safety. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Brandel 15-181 Agreement with LTC Firemedic Program. Moved by Sladky, seconded by Brandel, that this Agreement be approved to coordinate with City Attorney to develop a contract/agreement and forward to council.
