1. Call to Order
Meeting called to order at 5:30 pm by Public Safety Chairman Christopher Able
2. Roll Call
Excused: Soeldner
Present: 4- Able, Sitkiewitz, Sladky and Howe
3. Approval of Minutes
15-620 Public Safety April 13, 2015 Meeting Minutes - recommending approval
and place on file.
Motion by Sitkiewitz, seconded by Sladky to approve the April 13, 2015 Public
Safety Minutes and place on file. Motion carried 4-0
4. Public Comment

5. Monthly Updates/Reports
Motion by Sitkiewitz, seconded by Sladky to accept all the reports and place on
file. Motion carried 4-0
15-613 Fire Chief monthly update to include: MFRD monthly report, MFRD 2014
annual report, and MFRD 1st QTR Key Performance report -
recommending accept and place on file.
15-614 Police Chief update to include: MTPD monthly report and K-9 update -
recommending accept and place on file.
6. Discussion and Action Items
15-611 Police Chief request to review the Administrative Assistant job description
and the need for hiring the position -recommending approval to hire the
position.
Motion by Sitkiewitz, seconded by Sladky to approve the request to hire this
position. Motion carried 4-0

15-330 Ordinance to amend Section 10.630 of the Municipal Code revising the
regulation for towing vehicles.
Ordinance already approved, City Attorney McDaniel clarified that ANY vehicle registered
in the name of the person that received the violation CAN be towed.
15-618 Resolution to keep open positions at the Fire Department vacant until an
arbitration award has been issued, recommending placing on file.
Motion by Able, seconded by Sladky to place on file. The motion carried 4-0
15-615 MFRD spill clean-up dispute (Koschnick)
Motion by Howe, seconded by Sitkiewitz, to deny claim dispute. The motion
carried 3-1 with Sladky voting Nay
15-616 MFRD EMS charge dispute (Meyer)
Moved by Sladky, seconded by Howe, to deny and place on file. The motion
carried 4-0
15-617 Ambulance Service agreement between Leukemia and Lymphoma
Society and the City of Manitowoc Fire Department.
Moved by Sladky, seconded by Sitkiewitz, that this Agreement be approved. The
motion carried 4-0
15-372 Proposed Changes to parking restrictions on Franklin Street from South
21st to South 26th Street.
No action taken, will revisit next month. Engineering will look into possibility of Left Turn
Only lane.
15-521 Communication from Gerard Neuser, requesting two Handicapped parking
stalls on Jay Street (nearest to the southwest corner of S. 8th & Jay St),
recommending placing on file.
Moved by Sitkiewitz, seconded by Sladky, to place on file. The motion carried 4-0
15-522 Communication from Fred Schnell, requesting an extension of the noise
ordinance for Friday July 3 until 11:30pm for the Northeastern Wisconsin
Salmon Festival at the Manitowoc Marina, recommending approval.
Moved by Sladky, seconded by Sitkiewitz, that this request be approved. The
motion carried 4-0
15-523 Request for Special Events Privilege from Fat Seagull's Debi Erickson
relative to noise and bands outdoors, recommending approval of request.
Moved by Sladky, seconded by Sitkiewitz, that this request be approved. The
motion carried 4-0

15-610 Brian Laurent communication requesting that the 2 hour parking on
Chicago Street become 8 hour parking.
Moved by Sladky, seconded by Howe, to eliminate parking restrictions in the 800
blk of Chicago St. The motion carried 4-0
15-612 Communication requesting information on accessing a Hearing Impairment
sign for the residence of a hearing impaired child on S 26th St near Custer
St.
Moved by Sladky, seconded by Sitkiewitz, to put up a Hearing Impaired Child
sign at this location.. The motion carried 4-0

Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
