Roll Call Alderperson Lee Kummer was also present. Present: 4- Able, Sladky, Soeldner and Czekala 3. Public Comment None 4. Approval of Minutes 16-0618 June, 2016 Minutes. Recommendation to accept these minutes and place on file. Moved by Sladky, seconded by Czekala, that these minutes be accepted and placed on file. Approval of Consent Agenda Reports A motion was made by Vice Chair Jason Sladky, seconded by Alderperson Steven Czekala, that these be approved for consent agenda.. The motion carried by the following vote: Aye: 4- Able, Sladky, Soeldner and Czekala 16-0693 June Police report. Recommending approval for consent agenda. 16-0694 June Fire report. Recommending approval for consent agenda. 5. Old Business City of Manitowoc Page 1 Public Safety Committee Meeting Minutes July 25, 2016 16-0598 Request to install a crosswalk with a flashing sign system and a no parking area within 20 feet of the crosswalk at the Red Arrow Plant located at 1226 South Water Street. Updated information regarding the Red Arrow crosswalk agreement was presented by Dan Koski from the DPI Department. The committee gave a verbal recommendation to complete the agreement and to present it at the August Council meeting. 6. New Business 16-0680 Request to discuss procedures for sex offenders requesting to relocate into the city of Manitowoc. Alderperson Chris Able suggested the committee have a process for sex offenders who are requesting to relocate to the city of Manitowoc. It was suggested to have Police Chief Nick Reimer to review any sex offender placement requests and he should make his recommendation to the committee in indvance of the meeting. 16-0512 Request from a sex offender to relocate from the city of Green Bay to the city of Manitowoc. A recommendation was made from Chief Nick Reimer to deny this request. Moved by Sladky, seconded by Czekala, that this Request be denied and referred to Council. The motion carried by the following vote: Aye: 4- Able, Sladky, Soeldner and Czekala 16-0621 Request to draft a possible ordinance banning the sale of paraphernalia which has a primary use for illegal drugs. Police Chief Nick Reimer stated that the glass devices are strictly used for drug use. An ordinance to stop the sale of glass smoking devices would be very helpful to the Police Department. The committee would like the City Attorney and the Chief of Police to work together on drafting an ordinance similar to the one that the city of Hudson's Police Department has. This item will be reviewed again at the August meeting. 16-0650 Discussion regarding trees posing potential hazard's to neighbors' property. After some discussion It was suggested by the committee to research the ordinance on tree removals and discuss it again at the August meeting. City of Manitowoc Page 2 Public Safety Committee Meeting Minutes July 25, 2016 16-0651 Discussion and possible action about the number of trucks/semi's traveling on Division Street between South 30th Street and Calumet Avenue. It was suggested by Lt. Karl Puestow to put up two signs on Calumet Avenue/US 151 in each direction (NB & SB) 1 1/2 blocks prior to drivers gettting to Division Street indicating that Division Street is not a truck route and that trucks should use South 30th Street or other appropriate roadway to get to the businesses. Recommendation to approve for consent agenda. No ordinance change is needed. Moved by Czekala, seconded by Sladky, that this Communication be approved for consent agenda. The motion carried by the following vote: Aye: 4- Able, Sladky, Soeldner and Czekala 16-0679 Request to start up a PayPal account for Police Department fundraisers. Recommendation to approve and refer to council. Moved by Sladky, seconded by Czekala, that this request be approved and referred to council. The motion carried by the following vote: Aye: 4- Able, Sladky, Soeldner and Czekala 16-0682 Update to amend Ordinance Section 14.440 of the Manitowoc Municipal Code regulating Trespassing. The trespass ordinance was redrafted according to the state statute. Alderperson Sladky would like a copy of the state statute so they can compare the two before making a decision. This item will discussed again at the August meeting. 16-0691 Requesting approval for the following Emergency Medical Service contracts: Manitowoc County Fair, Roncalli Football and Lincoln Football. Recommendation to approve. There is a turn around of FMLA in the fire deptartment right now. There may be a chance of overtime for these events and the Fire Department wanted to make the committee aware. The overtime would not go beyond the cost of the contract. Recommendation to approve and refer to council. Moved by Sladky, seconded by Soeldner, that these Contract's be approved and referred to council. The motion carried by the following vote: Aye: 4- Able, Sladky, Soeldner and Czekala 16-0692 LifeQuest medical emergency billing dispute file# 489198 Recommendation to deny request and refer to council. Moved by Soeldner, seconded by Sladky, that this Request be denied and referred to Council. The motion carried by the following vote: Aye: 4- Able, Sladky, Soeldner and Czekala City of Manitowoc Page 3 Public Safety Committee Meeting Minutes July 25, 2016 16-0708 Ordinance creating section 10.580 of the Manitowoc Municipal Code creating a parking time limit exemption permit This ordinance would go into effect on January 1, 2017 giving them enough time to make the public aware and for business's to purchase the placards. Alderperson Jason Sladky stated he would like to see a number on how many times a citizen would be able to park their camper on the street during street sweeping. Police Chief Nick Reimer suggested a limit of 3 times or at the Chiefs discretion. Recommendation to approve and refer to council. Moved by Able, seconded by Sladky, that this Ordinance be approved and referred to council. The motion carried by the following vote: Aye: 4- Able, Sladky, Soeldner and Czekala 7.
