1. Call to Order and Roll Call
Meeting was called to order at 5:30PM.
Present: 3- Able, Sladky and Czekala
2. Employee Recognition
16-0594 Recognition of Police employee by Police Chief Nick Reimer.
Police Chief Nick Reimer commended Officer Michaelyn Culligan on her
excellent investigating skills in a burglary case.

16-0583 Police and Fire Commission June Minutes
Moved by Sladky, seconded by Czekala, that the Minutes be accepted and
placed on file. The motion carried
16-0587 Crime Prevention June Meeting Minutes
Moved by Sladky, seconded by Czekala, that the Minutes be accepted and
placed on file. The motion carried
16-0588 Public Safety May Meeting Minutes
Moved by Sladky, seconded by Czekala, that the Minutes be accepted and

Moved by Sladky, seconded by Czekala, that this Report be accepted for Consent

16-0596 May Police monthly report
Moved by Sladky, seconded by Czekala, that this Report be accepted for Consent
Agenda. The motion carried by the following vote:

4. Old Business
16-0350 Ordinance to amend a portion of Section 10.390 of the Municipal Code
prohibiting parking on a portion of School Street.
The City Attorney recommended placing the ordinance to amend a portion
of section 10.390 Manitowoc Municipal Code prohibiting parking on a
portion of School Street on file. She will draft a new ordinance changing
North 9th Street to a one way street going North between Waldo Boulevard
and School Street. This will also include putting flashing crossing
pedestrian lights on the corner of North 9th Street and Waldo Boulevard.
Moved by Able, seconded by Czekala, that this Ordinance be placed on file and a
new ordinance to be drafted by the City Attorney. The motion carried by the
following vote:

16-0313 Discussion and concerns from Public School District Superintendent Mark
Holzman and Wilson Jr. High Principal Lee Thennes regarding the amended
ordinance change to restricted bus parking on North 9th Street.
Moved by Able, seconded by Czekala, that this item be placed on file. The
motion carried by the following vote:
Aye: 3- Able, Sladky and Czekala
5. New Business
16-0585 Letter from a registered sex offender requesting to relocate into the city of
Manitowoc.
Moved by Able, seconded by Sladky, that this Request be denied and referred to
Council. The motion carried by the following vote:

16-0591 LifeQuest ambulance billing hardship request, call #182A-16-0034A and call#
182A-16-0355.
Alderman Sladky made the motion to deny this request because he feels
we should continue with our past practices of offering minimum payments.
Moved by Sladky, seconded by Able, that this Request be denied and referred to
Council. The motion carried by the following vote:
Aye: 3- Able, Sladky and Czekala
16-0592 Out of State Travel/Training Request for Officer Nick Place.
This Request was approved and referred to council

16-0593 Request to have lines painted for parking spaces on North 10th street from
Buffalo to York Street.
Per Dan Koski the cost for this project would be around $500.00. The
money would be taken from the Pavement Marking (Epoxy) Capital Project.
Moved by Able, seconded by Czekala, that this Request be approved and
referred to council. The motion carried by the following vote:
Aye: 3- Able, Sladky and Czekala
16-0598 Request to install a crosswalk with a flashing sign system and a no parking
area within 20 feet of the crosswalk at the Red Arrow Plant located at 1226
South Water Street.
Red Arrow Products will work with Engineering to come up with an
agreement similar to the one the city has with Manitowoc Company and
this item will be addressed again at the July meeting.
16-0599 Recommendations from the City Attorney on proposed parking hanger
ordinance.
City Attorney suggested the hangers only be used for the side street
business's. Suggesting charging 15.00 per month or having them
complete a lease agreement. Using color coded hangers to identify per
business and time frame of parking. Business's would have to go through
an application process where business's based on needs can get a
hanger. City Attorney will draft a system to be introduced at the July council
meeting and it will come back to the July Public Safety meeting for
approval.

6. Adjournment
A motion was made by Alderperson Steven Czekala, seconded by Vice Chair
Jason Sladky. Meeting was adjourned at 6:40PM. The motion carried by the
following vote:

Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
