A motion was made by Alderperson Steven Czekala, seconded by Vice Chair
Jason Sladky, that these Minutes were accepted and placed on file.. The motion

16-0905 Presentation and discussion of raze and repair orders of structures by Deputy
Chief Kadow.

Gregg Kadow gave an update on the raze and repair orders of structures.
First round of letters went out. One is going directly to a raze order. The
letter sent to the former Hmong Church at 424 North 7th Street came back
to them. They did have a chance to get inside the building and the structure
was very solid. They will be working with the owner to get the building
repaired as they are hoping to sell it to someone from Milwaukee. They did
get a list of properties owned by the county. The 416 St. Clair Street which
Alderperson Able questioned is on that list. They are currently working with
the City Attorney on how this property will be treated because it is owned
by the county. Alderperson Kummer encouraged Gregg Kadow to stick
to a lesser time line when advising owners they have to get their buildings
repaired so people don't take advantage of the time line. Alderperson
Kummer did bring pictures of the Riverview Apartments because they are
working on getting that cleaned up. The front door in the main lobby area is
broken in again. This had previously been repaired. The committee was
satisfied with how the policy was working and had no further questions or
concerns.

16-1051 Discussion on a request sent to Fire Chief Todd Blaser from a concerned
citizen regarding the warning siren testing every week.

Alderperson Kummer stated he didn't think Fire Chief Todd Blaser should
spend anymore time researching this as this is the only complaint that has
been filed with the committee in all these years. A motion was made to
place this item on file.
Moved by Kummer, seconded by Sladky, that this Request be placed on file. The
motion carried by the following vote:

16-1056 Request to install school crossing signs near Jackson School due to safety
concerns. One at North 18th Street and the other at Menasha Avenue.

Superintendent Mark Holzman Letter
Principal Duane Simmons read a letter from the Manitowoc Public School
District Superintendent Mark Holzman. Mr. Holzman stated that the funding
for the flashing crosswalk sign should be the responsibility of the city and
the use of education dollars to fund this project would not be appropriate.
Alderperson Soeldner stated he will not approve the city funding the
complete project. Alderperson Sladky made the suggestion that they
relocate one of their crossing guards to the Menasha Street location. A
motion was made to deny the request and place on file by Alderperson
Soeldner. The vote was 4-1 with Alderperson Able opposing.
Moved by Soeldner, seconded by Sladky, that this Request be denied. The
motion carried by the following vote:
Aye: 4- Sladky, Soeldner, Czekala and Kummer
Nay: 1- Able
16-1036 Request to install 2-3 crosswalks on South 16th Street between Franklin Street
and Clark Street.

Per Dan Koski from DPI the agreement is drafted and it is at the Attorney's
office for review. Per Alderperson Able if they get the agreement
completed between now and January 16th, 2017 which is the next council
meeting it can go directly to council for approval.
This Request was approved
7. New Business
16-1180 Sex Offender Residence Appeal for Terry R. Futamata. Recommendation from
Police Chief Nick Reimer to deny request and place on file.
Alderperson Czekala made a motion to accept the Chief's
recommendation of denying this request.
Moved by Czekala, seconded by Sladky, that this Request be denied. The motion
carried by the following vote:

16-1181 Citizen request to have crosswalks at the intersection of Menasha Avenue and
Kellner Street.

Per Dan Koski from DPI there is no issue with putting in the crosswalk.
That route is and will remain on the bus route. He suggested that this would
have to be done in epoxy. Alderperson Able made a motion to approve
this request. This will be included in the 2017 epoxy bid which will put the
installation time between May and August.
Moved by Able, seconded by Sladky, that this Request be approved for consent
agenda. The motion carried by the following vote:
Aye: 5- Able, Sladky, Soeldner, Czekala and Kummer
16-1182 Request for a No Parking Here to Corner sign on the corner of South 14th
Street and Grand Avenue.
Citizen Steve Riske voiced his concerns about the cars parking to close to
the stop sign on South 14th and Grand Avenue especially on Sundays
during church services. Per Chief of Police Nick Reimer the accidents at
this four way stop are minimal. Police Chief Reimer will contact the parish
so he can advise them that they need to follow the 15 ft. parking from
crosswalk ordinance. The police department will also follow up with
enforcement if need be. Alderperson Able suggested the committee revisit
this in 3 or 4 months. If Mr. Riske is seeing a lot of trouble before that he
should let the committee know.
16-1185 Request for a stop or yield sign at the intersection of Whitetail Court and River
Bluff Drive.

The accident data was reported back from 2011. There were 2 accidents
in the last 5 years. Chief Nick Reimer's recommendation is to do nothing
at this time based on the data. Alderperson Sladky made a motion to
place on file. Alderperson Sitkiwitz was in attendance and he agreed with
the committees recommendation.
Moved by Sladky, seconded by Soeldner, that this Request be placed on file. The
motion carried by the following vote:

16-1186 Request for a stop or a yield sign at the intersections of South 9th Street and
South 11th Street.

Alderperson Soeldner felt it would be best to leave it as it is. Alderperson
Able stated we control as few intersections as possible because they are
in a residential area and people should know they need to slow down.
Moved by Soeldner, seconded by Sladky, that this Request be denied and placed
on file. The motion carried by the following vote:
Aye: 5- Able, Sladky, Soeldner, Czekala and Kummer
16-1187 Request from Chief of Police Nick Reimer to be able to hire sworn police
personnel up to the budgeted amount in 2017.
Per Chief of Police Nick Reimer we have 2 openings right now and a
potential for 5 more next year.
Moved by Sladky, seconded by Soeldner, that this Request be approved. The
motion carried by the following vote:
