Call to Order 2. Roll Call Present: 5- Bare, Schilder, Wellner, Sauer and Hennessey 3. Public Comment No Public Comment 4. Approval of Minutes and Monthly Reports 16-1026 Police and Fire October Minutes. Recomendation to approve and place on file. Attachments: Police and Fire October Minutes. Moved by Schilder, seconded by Wellner, that these Minutes be accepted and placed on file. The motion carried by the following vote: Aye: 5- Bare, Schilder, Wellner, Sauer and Hennessey 16-1125 October Police report. Recommendation to approve for consent agenda. Attachments: October Police report Police Chief Reimer reported nothing outstanding for this report. There were no questions or comments. This Report was approved for consent agenda 16-1131 November Police Report. Recommendation to approve for consent agenda. Attachments: NOVEMBER POLICE REPORT There were no questions or comments. This Report was approved for consent agenda City of Manitowoc Page 1 Police and Fire Commission Meeting Minutes December 13, 2016 16-1126 October Fire & Rescue report. Recommending approval for consent agenda. Attachments: October Fire and Rescue Report Fire Chief Todd Blaser reported it was a busy month for them. They had a total of 522 incidents and 446 EMS calls for October. There were no structure fires for October. This Report was approved for consent agenda 16-1132 November Fire & Rescue Report. Recommendation to approve for consent agenda. Attachments: November Fire and Rescue Report There were 4 structure fires in November. Chief Blaser complimented the Police Department for their assistance with these fires. This Report was approved for consent agenda 5. Discussion and Action Items 16-1128 Police Department eligibility list. Recommendation to approve and place on file. Chief Nick Reimer explained a little bit about each candidate. There is one opening due to an officer resigning. There may be another opening at the end of January due to a retirement. Michael Wellner and Mary Schilder stated they had gone to a seminar in Wisconsin Dells and stated that a lot of other committees are involved in the hiring process. They stated they would like to be a part of that. It was decided that Michael and Mary would bring back a report on their seminar and this would be put on the next agenda and discussed at the next PFC meeting. Michael Wellner made a motion to approve the eligibility list for 6 months and Tom Bare second it. Moved by Wellner, seconded by Bare, that this Request be approved for six months . The motion carried by the following vote: Aye: 5- Bare, Schilder, Wellner, Sauer and Hennessey City of Manitowoc Page 2 Police and Fire Commission Meeting Minutes December 13, 2016 16-1133 Discussion by Fire Chief Todd Blaser of four firefighters/paramedics coming off of probation. Chief Todd Blaser reported that 4 firefighter/paramedics (Michael Burgard, Phillip Burton, Jeremy Reichwald and Phillip Stodola) have successfully completed the requirements to be removed from their probationary status effective as of this meeting dated December 13, 2016. There will be one more individual celebrating their anniversary on 12-14-16. This will be put on the January agenda. Mary Schilder made a motion to approve removing the 4 candidates from their probationary status and Matt Sauer second it. Chief Blaser invited the committee to the council meeting on December 19 when these firefighter/paramedics along with their families will be introduced to the council and they will also take the oath of office. Moved by Schilder, seconded by Sauer, that this report be accepted . The motion carried by the following vote: Aye: 5- Bare, Schilder, Wellner, Sauer and Hennessey 16-1127 A report from Chief Nick Reimer on the evaluation of a police employee. A motion to go into closed session was made at 4:45pm. Convene into closed session: 6. Notice is hereby given that the above governmental body may adjourn into a closed session under 19.85(1)(f), considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 16-1127 A report from Chief Nick Reimer on the evaluation of a police employee. Notice is hereby given that a majority of the Common Council of the City of Manitowoc may be present at this meeting to gather information about the subject matter over which they have decision making responsibility.
