Recommendation to accept for consent agenda. Attachments: Life Safety 10Oct. Report 6. Old Business 16-0905 Presentation and discussion of raze and repair orders of structures by Deputy Chief Kadow. Attachments: 16-0905 Raze and Repair Orders.pdf STANDARD OPERATING GUIDELINES EXHIBIT A EXHIBIT B Deputy Chief Greg Kadow developed a one page policy for the raze and repair orders of structures. The process consist of state statues and municipal codes. The process takes 290 days from start to finish. They will work with the owner of the properties. DC Kadow would like the committee to take a look at it in the next couple of weeks and revisit at the next meeting in case the committee has any concerns or questions. 16-1033 Citizen request to place a yield or a stop sign on the corner of North 12th Street and Ahrens Street. Attachments: Public Safety Item #16-1033 N. 12th and Ahrens Street Photo Information on #16-1033 Police Chief Nick Reimer visited the site in question and did not notice a parking problem. Because it is such a wide open intersection the Chief thought it was more of a vision issue. The recommendation by the Chief is to do nothing at this point but to keep monitoring the situation. Alderperson Kummer made a suggestion to contact the owner of the business to let them know their employees should park in the driveway if possible. A motion was made to place this item on file. Moved by Sladky, seconded by Soeldner, that this request be accepted as discussed and placed on file. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Czekala and Kummer City of Manitowoc Page 2 Public Safety Committee Meeting Minutes November 28, 2016 16-1036 Request to install 2-3 crosswalks on South 16th Street between Franklin Street and Clark Street. Attachments: WAF Request Item #16-1036 Map for Item #16-1036 WAF Quotation The Maintenance and Facilities Manager from Wisconsin Aluminum Foundry James Spakowicz was present. Chief of Police Nick Reimer, Mark DeZeeuw and Greg Minikel visited the site. Three estimates from Decker Supply were presented to Wisconsin Aluminum Foundry but as of this meeting no agreements had been decided upon. Mr. Spakowicz stated they would prefer the LED light which would be placed 280 feet North of Franklin Street in the middle of the block. Mr. Spakowicz will work with Dan Koski and Greg Minikel from DPI on finalizing the agreement which they will present for approval at the next Public Safety meeting in December. There were no concerns from the committee at this time. This Request was discussed 16-1051 Discussion on a request sent to Fire Chief Todd Blaser from a concerned citizen regarding the warning siren testing every week. Attachments: Warning Siren Item #16-1051 Chief Todd Blaser reported back that he needs to get some more information regarding this issue and requested this be revisited at the next Public Safety meeting. 16-1053 Fire Department/City of Manitowoc partner agreement with Southern Columbia University. Attachments: Southern Columbia University partner agreement #16-1053 CSU Certificate of Accreditation Chief Todd Blaser reached out to an individual at Southern Columbia University in regards to the accreditation of the program. Chief Blaser would like a recommendation from the committee to enter into an agreement with the University. By endorsing the University anyone wanting to take classes would save 10% on their tuition. Alderperson Kummer feels that this is a for profit organization. He stated it would be giving a suggestion to the public that the city endorses the program and he doesn't feel comfortable having the cities name on the endorsement. Alderperson Soeldner made a motion to approve and Alderperson Able second the motion. A vote was taken and it failed with 2 in favor and 3 opposed. Alderperson Able made a motion to place on file and Alderperson Sladky second the motion. Moved by Able, seconded by Sladky, that this Agreement be placed on file for Consent Agenda. The motion carried by the following vote: City of Manitowoc Page 3 Public Safety Committee Meeting Minutes November 28, 2016 Aye: 5- Able, Sladky, Soeldner, Czekala and Kummer 16-1056 Request to install school crossing signs near Jackson School due to safety concerns. One at North 18th Street and the other at Menasha Avenue. Attachments: Jackson School Crosswalk Request Jackson School Crosswalk Request Map Jackson School Crosswalk Map Police Chief Nick Reimer along with Mark DeZeeuw and Greg Minikel checked out the Jackson School crossing area in question. An estimate was sent to Principal Duane Simmons who reported back that after some discussion with the Manitowoc School District Superintendent they feel the most important crosswalk to be considered is the Menasha Avenue one so they would be requesting only one crosswalk sign. The estimate for the sign including the labor would be about $7,570. Principal Simmons spoke with the Superintendent of the Public School District and he feels that the cost responsiblity of the sign belongs to the city not the school district. Alderperson Soeldner can see the need for it but has a problem with the funding. Alderperson Kummer feels the district should at least pay for half of it or they should speak with the parents about parking elsewhere versus in the Redeemer Church parking lot. Alderperson Able explained that this might get pushed back to the 2018 budget. Alderperson Sladky supports the lights but would need to see cost sharing. Alderperson Able would be comfortable with a 50-50 split and would support it. Alderperson Sladky made a motion to approve one flashing light with the budgeted amount of the city paying 1/3 of the cost. Alderperson Soeldner second. A vote was taken and Alderperson Kummer opposed. The vote was 4-1 to approve the tentative agreement. This will be revisited next month. Moved by Sladky, seconded by Soeldner, that this request be accepted with funding by both parties. The vote passed 4-1 and this item will be revisited at the next meeting. The motion carried by the following vote: Aye: 4- Able, Sladky, Soeldner and Czekala Nay: 1- Kummer 7. New Business 16-1108 Sex Offender request for residency in the City of Manitowoc. Recommendation by Chief of Police Nick Reimer to deny this request. A motion was made by Alderperson Sladky and a second was made by Alderperson Czekala to approve the Chief's recommendation and to place this item on file. Moved by Sladky, seconded by Czekala, that this Request be denied and placed on file . The motion carried by the following vote: City of Manitowoc Page 4 Public Safety Committee Meeting Minutes November 28, 2016 Aye: 5- Able, Sladky, Soeldner, Czekala and Kummer 16-1113 Request to remove the No Parking Zone adjacent to Alano Society of Manitowoc at 404 South 29th Street. Moved by Soeldner, seconded by Sladky, that this Request be approved as amended and referred to Council. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Czekala and Kummer 16-1122 Request to update the Police Administrative Assistant job description and a recommendation to fill this position due to a retirement at the end of January 2017. Attachments: Administrative Assistant JD 4.2013 A request was made by Chief of Police Nick Reimer to get approval from the committee to fill the Administrative Assistant position due to a retirement at the end of January. Moved by Able, seconded by Kummer, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Czekala and Kummer City of Manitowoc Page 5 Public Safety Committee Meeting Minutes November 28, 2016 16-1123 Communication from Fire Chief Todd Blaser on Emergency Medical Service Ambulance Agreement updates. Attachments: Kellnersville EMS Agreement Fire Chief Todd Blaser reported that the village of Kellnersville is not willing to accept the terms of the City of Manitowoc ambulance agreement. Chief Blaser explained that the City of Manitowoc would receive a .03 cent per capita which would amount to $9.87. Alderperson Sladky stated because there wouldn't be enough in it for the city of Manitowoc he was ok with the village of Kellnersville not signing the agreement. Alderperson Able was shocked that they wanted the amount removed without even offering a different amount. A motion was made to accept the Village of Kellnersville decision to not renew with the city of Manitowoc and to place on file. Moved by Sladky, seconded by Soeldner, that this agreement be accepted to not enter the ambulance agreement with the village of Kellnersville and placed on file.
