New Business City of Manitowoc Page 2 Public Safety Committee Meeting Minutes November 8, 2016 16-1033 Citizen request to place a yield or a stop sign on the corner of North 12th Street and Ahrens Street. Attachments: Public Safety Item #16-1033 Citizen Eric Haban has some concerns about the number of vehicles being parked at North 12th and Ahrens Street. There is a home for disabled people in that area and the employees that work there are parked on the street 24/7. This makes it difficult for other vehicles to see. Discussion was had whether a stop sign would be helpful or a No Parking Here To Corner sign. Recommendation was made by Alderman Able to have DPI take a look at the site to determine what would be best. More information will be collected and this item will be revisited at the next meeting. This Request was discussed. 16-1034 Discussion on Remote Fire Connection Requirement. Attachments: Public Safety Item #16-1034 Fire Chief Todd Blaser explained about the Remote Fire Connection Requirement in the city of Manitowoc and the reasoning behind it. Fire Chief Blaser explained they look at the need for this on a case by case basis. Alderman Sladky's concern was the fee that was being charged for this Remote Fire Connection when in other cities no fee is charged. This item was discussed and can be placed on file as no other action will be taken. This Request was discussed 16-1035 Request for a No Parking Here to Corner sign to be placed on Division Street near Washington Junior High School due to changing Transit routes effective January 1, 2017. Attachments: Public Safety Item #16-1035 Recommendation to approve and have the City Attorney draft the necessary Ordinance to place a No Parking Here to Corner sign 96' E of E. Curb of South 23rd Street near Washington Jr. High School. Moved by Able, seconded by Kummer, that this Request be approved and sent to the City Attorney's office to have an Ordinance drafted. The motion carried by the following vote: Aye: 4- Able, Sladky, Czekala and Kummer City of Manitowoc Page 3 Public Safety Committee Meeting Minutes November 8, 2016 16-1042 Request to have a No Parking Here to Corner sign placed on South 35th Street near Franklin Elementary School due to changing Transit routes effective January 1, 2017. Recommendation by Jim Muenzenmeyer to approve and have the City Attorney draft the necessary Ordinance changes. Attachments: Public Safety Item 16-1042 Recommendation to approve and have the City Attorney draft the necessary Ordinance to place a No Parking Here to Corner sign 51' South of the Southwest corner of Dale Street and South 35th Street. Moved by Able, seconded by Kummer, that this Request be approved and sent to the City Attorney to have the Ordinance drafted . The motion carried by the following vote: Aye: 4- Able, Sladky, Czekala and Kummer 16-1036 Request to install 2-3 crosswalks on South 16th Street between Franklin Street and Clark Street. Attachments: WAF Request Item #16-1036 Map for Item #16-1036 Jim Spakowicz from Wisconsin Aluminum Foundry proposed to have a crosswalk in the middle of the block which connects the properties. At shift change it is very hectic with people crossing. Greg Minikel explained the Red Arrow Products agreement. Could be up to three crosswalks for Aluminum Foundry. Dan Koski would recommend to install the lights also if you're putting in the crosswalks. Recommended to go with the one mid block walk. Wisconsin Aluminum Foundry will work out details with DPI at report back to the committee and the next meeting. This Request was discussed 16-1041 A representative from the Manitowoc County Apartment Association to meet with the committee to establish a line of communication and positive relationship. Attachments: Public Safety Item #16-1041 Steve Halvorsen came to introduce himself to the committee from the Manitowoc County Apartment Association. Mr. Halvorsen stated they are Interested in wanting to establish a line of communication and positive relationship with the committee. City of Manitowoc Page 4 Public Safety Committee Meeting Minutes November 8, 2016 16-1047 Discussion and possible recommendation to Finance on Public Safety items in 2017 budget. The Mayor's recommendation for the 2017 budget was to hire two more crossing guards and to raise the pay rate to $15.00 per hour. Alderman Able stated he agrees with both proposals except for placing the crossing guard at North 9th and Waldo Blvd because the committee had just approved the installation of the pedestrian signs. The other corner that was proposed was South 33rd and Meadow Lane. Alderman Kummer stated it's very chaotic at the South 33rd and Meadow Lane location and there is a lot of congestion. The committee would support the crossing guard at South 33rd and Meadow Lane but not at the North 9th and Waldo Blvd location. Per Police Chief Nick Reimer its hard to recruit people for the crossing guard position because the hours are so few, the weather conditions and the pay could be a part of it. This Action Item was discussed 16-1051 Discussion on a request sent to Fire Chief Todd Blaser from a concerned citizen regarding the warning siren testing every week. Attachments: Warning Siren Item #16-1051 Fire Chief Todd Blaser discussed the concern of a citizen regarding the warning siren testing every week. The sirens are tested every Saturday and they go through 2 different tests. One is a three minute test and the other is a one minute test. The other concern is that it's an outdoor siren. People do not hear these siren's inside their homes. Fire chief's recommendation is to test the siren's monthly and not weekly. Alderman Sladky is fine with the weekly testing. Alderman Able will support whatever the Fire Chief thinks is best. Alderman Able recommended the Fire Chief come up with a plan and this will be revisited at the next meeting. This Request was discussed City of Manitowoc Page 5 Public Safety Committee Meeting Minutes November 8, 2016 16-1056 Request to install school crossing signs near Jackson School due to safety concerns. One at North 18th Street and the other at Menasha Avenue. Attachments: Jackson School Crosswalk Request Jackson School Crosswalk Request Map Duane Simmons from Jackson School had a request for the installation of LED flashing crosswalk signs at a couple of different locations that he has concerns about. His main concern is the children that have to cross Menasha Avenue to walk over to Reedeemer Lutheran Church where at least 20-25 parents park to pick up their children. Some discussion was had as to the cost of the signs and how it would be funded. Alderman Able raised the question if the Jackson School PTO could help with the funding of the signage. Mr. Simmons stated he would go back and speak with the PTO. Mr. Simmons felt the most needed would be the Menasha Avenue crossing. Alderman Able suggested DPI work with Mr. Simmons from Jackson School on getting more information as to what type of lights, the cost and the location. This item will be revisited at the next meeting. This Request was discussed 7. CONVENE IN CLOSED SESSION. The specific subject matter that may be considered in closed session is: 16-1054 Emergency Medical hardship request. 8. RECONVENE IN OPEN SESSION Reconvened in open session at 7:30PM City of Manitowoc Page 6 Public Safety Committee Meeting Minutes November 8, 2016 16-1054 Emergency Medical hardship request. A motion was made to deny this request. The committee's recommendation was to authorize a reasonable installment plan for payments. Moved by Kummer, seconded by Sladky, that this Request be denied.
