Roll Call Present: 5- Howe, Soeldner, Czekala, Novak and Lotz 3. Public Comment No Public Comment 4. Approval of Minutes 17-0817 Public Safety Minutes 07-24-17 Attachments: 07-24-17 Meeting Minutes Moved by Soeldner, seconded by Czekala, that these Minutes be accepted and placed on file. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz 5. Old Business 17-0313 Policy regarding placement of lighted regulatory or warning signs. Attachments: City of Manitowoc Pedestrian Crossing Treatment Guidelines May 2017 Dan Koski, Director of Public Infrastructure informed the committee of the changes made to the "Pedestrian Crossing Treatment Installation Guidelines". Dan added an introduction page outlining the steps to complete a request. These requests will be forwarded to the City’s Capital Allocation Working Group (CAWG) for review. If the CAWG group agrees with the request, recommendations will then be forwarded on to the Common Council for final approval. Moved by Czekala, seconded by Soeldner, that this Policy be accepted and referred to the Common Council. New Business 17-0818 Citizen request for a speed limit reduction to 25 mph from the 4700 Blk - 5100 Blk of West Custer Steet. Attachments: 4700 - 5100 BLK W CUSTER ST Speed Limit Reduction W. Custer St. Ryan and Kristy Schaefer from 4969 W. Custer Street were present to express their concerns about the high rate of speed individuals are travelling on W. Custer Street. The committee was presented with accident data from the last five years and it showed only five accidents in the area three of them being deer related accidents. Per Deputy Chief Rob Barbier we have not had any speed complaints in the area, but we can certainly place enforcement in the area to try and educate people of the speed limit. Dan Koski, Director of Public Infrastructure stated from an engineering stand point the road was designed to move traffic. The road was actually designed for a 45 MPH speed limit but was posted at 35 MPH. Dan feels a reduction of the speed limit will ultimately cause a need for more enforcement action. At this time this items will be placed on file Moved by Czekala, seconded by Novak, that this Request be placed on file. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz City of Manitowoc Page 2 Public Safety Committee Meeting Minutes August 14, 2017 17-0819 Citizen request for stops signs to be placed on South 9th Street at the intersections of Jackson Street and Wilson Street. Attachments: Stop Signs on S 9th Street at Jackson and Wilson Simon Sparks from 2125 S. 9th Street, Bernard Nelson from 845 Jackson Street and Nick Dondlinger from 905 Dewey Street were present to discuss their concerns about the high rate of speed individuals are traveling down South 9th Street. Dan Koski, Director of Public Infrastructure stated placing stop signs can ultimately make the situation worse. When placing a stop sign where we don't have traffic to support it, people don't usually come to a complete stop causing more issues. Dan feels once South 10th Street opens back up traffic will start to travel that route instead. Deputy Chief Rob Barbier stated the real issue here is the people that are disrespectful of our laws already in place. Deputy Chief Barbier feels if we can place enforcement in the area to ticket these violators it may deter people from driving at a high rate of speed. Further discussion was had on this issue and it was ultimately decided we should let law enforcement handle this issue. Moved by Czekala, seconded by Soeldner, that this Request be placed on file. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz City of Manitowoc Page 3 Public Safety Committee Meeting Minutes August 14, 2017 17-0820 Request for Drop-off and Pick-up 7:30 a.m. - 4:30 p.m. signs to be placed north of Franklin Elementary School walkway and School Bus Loading Zone 7:30 a.m. - 4:30 p.m. signs south of the walkway on the west side of the 700 Blk of South 33rd Street. Attachments: Franklin Elementary School parking Nate Brunnbauer, Principal at Franklin Elementary School was present and explained for the last few years it has been a topic of discussion to try and increase the drop-off and pick-up areas around the school. Some discussion was had on this item and it was decided contact will need to be made with the Bus Company and neighbors to see if there are any objections to these changes. This Request was tabled 17-0830 Request for placement of No Parking Between Signs on the westside of Menasha Avenue in the 1200 Blk around the paved walkway in the terrace. Attachments: St. Francis Parish Menasha Ave Photo 1 St. Francis Parish Menasha Ave Photo 2 St. Francis Parish Menasha Ave. Alderperson Erik Sitkiewitz presented this request and stated this isn't as much of an issue at this time, but when snow starts to pill up citizens have to walk to the driveway or to the corner to access the church. a motion was made for an ordinance change to allow placement of "No Parking Between Signs" to be placed in this area. Moved by Czekala, seconded by Lotz, that this Request be approved and referred to the Common Council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz 7. Adjournment A motion was made by Alderperson Todd Lotz, seconded by Alderperson Jeremiah Novak, that these was adjourned..
