Approval of Minutes 17-0939 Public Safety Minutes 08-14-17 Attachments: 08-14-17 Minutes Moved by Czekala, seconded by Lotz, that these Minutes be accepted and placed on file. Old Business 17-0820 Request for Drop-off and Pick-up 7:30 a.m. - 4:30 p.m. signs to be placed north of Franklin Elementary School walkway and School Bus Loading Zone 7:30 a.m. - 4:30 p.m. signs south of the walkway on the west side of the 700 Blk of South 33rd Street. Attachments: Franklin Elementary School parking No action was taken on this item at this time as Nate Brunnbauer, Principal of Franklin Elementary School was not present to supply requested information. 6. New Business City of Manitowoc Page 1 Public Safety Committee Meeting Minutes September 11, 2017 17-0940 Request from Manitowoc Church of Christ for No Parking - Loading Zone in front of 1109 North 17th Street. Attachments: Church of Christ parking request Guy Gustafson from the Church of Christ informed the committee a concrete approach ramp was installed recently to make the church handicap assessable. Due to this being a residential area vehicles currently can park in front of the church. Police Chief Nick Reimer suggested this be changed to a loading zone since it is very hard to enforce 15 minute parking. Dan Koski, Director of Public Infrastructure and Greg Minikel, Engineering Division Manager took a look at this area and they would recommend changing the entire 50 foot lot. This would allow for two vehicles to unload with 3-4 feet remaining. Alderperson Soeldner is familiar with the area as this is his district and feels there is plenty of parking on this street. Moved by Soeldner, seconded by Czekala, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz City of Manitowoc Page 2 Public Safety Committee Meeting Minutes September 11, 2017 17-0911 Status of 10 properties the Mayor identified as subject to acquisition and demolition. Attachments: DC Gregg Kadow Memo re blight properties 8292017 Memo re Ownership of Blighted Properties City Attorney, Kathleen McDaniel provided a written update on the ownership of these properties. Deputy Fire Chief, Gregg Kadow who oversees the Division of Life Safety and Neighborhood Services provided a memo of where we are at in terms of addressing these issues. Alderperson Kummer stated his motivation for placing this on the agenda was that these properties were deemed to be in such poor condition back in August of 2016. Money was approved for the 2017 budget and it is September and we haven't seen any movement. City Attorney, Kathleen McDaniel provided the committee with legal advice on how we could proceed with this process. Fire Chief, Todd Blaser informed the committee they had to find a contactor that was willing to provide the dollar amount needed. A contactor has been obtained and we have received the needed information on three properties to move to the next step. The Public Safety Committee asked for a monthly updates regarding these properties. 17-0912 Status of the Riverview Apartments litigation/settlement documents Moved by Czekala, seconded by Novak, that this Request be referred to the Committee of the Whole. The motion carried by the following vote: Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz 7.
