17-1133 Public Safety October 2017 Minutes
Moved by Novak, seconded by Soeldner, that these Minutes be accepted and
placed on file. The motion carried by the following vote:

17-1134 Police Department October 2017 Monthly Report
Moved by Novak, seconded by Soeldner, that this Report be accepted and placed
on file. The motion carried by the following vote:

17-1137 Manitowoc Sex Offender Residency Board Appeal for Kim M. Fellers.
Moved by Soeldner, seconded by Czekala, that this Request be approved and
referred to council. The motion carried by the following vote:
Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz
17-1139 Discussion regarding North 30th Street / Fairmont Street Traffic Concerns.
Alderperson Gabriel brought forth this traffic safety concern due to the
pedestrian/vehicle traffic flooding the streets during Federal Mogul's shift
change. Alderperson Gabriel stated this is greatly hinders neighboring
business operations. Alderperson Gabriel stated Federal Mogul has made
improvements on the pedestrian traffic, but we want all our businesses in
that area to be successful.
Ann Hanson, Human Resource Manager and Kevin Rick, Technical
Services Manager from Federal Mogul were present and informed the
committee the pedestrian traffic is due to the employee parking lot being
across the street from the facility. Federal Mogul has tried a number of
ways to educate their employees within the scope of their safety
committee. Federal Mogul has also discussed having someone outside to
monitor the traffic.
The Public Safety Committee suggested Federal Mogul keep up their
efforts to educated their staff and make them aware other businesses are
being affected. At this time this item will be placed on file.
Moved by Soeldner, seconded by Lotz, that this Communication be placed on
file. The motion carried by the following vote:

17-1140 Extension of LifeQuest Billing services.
Moved by Novak, seconded by Soeldner, that this Request be approved and
referred to council. The motion carried by the following vote:

17-1141 Discussion regarding LifeQuest EMS rate recommendation.
Deputy Chief, Karl Koch explained the two LifeQuest rate
recommendations to the members of the Public Safety Committee. The
Public Safety Committee recommended adjusting the rates per LifeQuest
and the Fire Chief's recommendation.
Moved by Czekala, seconded by Soeldner, that this Agreement be approved and
referred to council. The motion carried by the following vote:
Aye: 5- Howe, Soeldner, Czekala, Novak and Lotz
6. Old Business
17-0911 Status of 10 properties the Mayor identified as subject to acquisition and
demolition.
Deputy Chief, Gregg Kadow provided an update on these 10 properties.
This item will remain on the agenda for updates as needed per
Alderperson Howe.
7. Convene in Closed Session
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of considering financial, medical,
social or personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigation of charges against specific persons except where
par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect
upon the reputation of any person referred to in such histories or data, or involved in such problems
or investigations.
The specific subject matter that may be considered in closed session is:
17-1142 EMS LifeQuest billing dispute. Recommending to set up a payment
plan.
Moved by Soeldner, seconded by Novak, that this Request be denied and
referred to Council with a recommendation to setup a payment plan with the
City. The motion carried by the following vote:

Moved by Soeldner, second by Novak, to reconvene in Open Session. Motion carried by the
following vote: Aye: - Howe, Czekala, Soeldner, Novak, Lotz. Nay: None.
8. Reconvene in Open Session
17-1142 EMS LifeQuest billing dispute. Recommending to set up a payment plan.
9. Adjournment
A motion was made by Alderperson Todd Lotz, seconded by Alderperson
Jeremiah Novak, that this meeting be adjourned at 6:50 p.m. The motion carried
by the following vote:

Manitowoc, or a standing committee of that body, may be present at this meeting to
