Convene in Closed Session City of Manitowoc Page 1 Public Safety Committee Meeting Minutes December 11, 2017 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Reconvene in Open Session 17-1223 EMS LifeQuest billing dispute. 7 New Business City of Manitowoc Page 2 Public Safety Committee Meeting Minutes December 11, 2017 17-1217 An Ordinance to create Section 14.180 of the Manitowoc Municipal Code regulating Security Cameras at Convenience Stores. Mayor Nickels stated due to the amount of thefts in convenience stores he began to talk to Police Chief Reimer about other cities that have adopted an ordinance regulating security cameras at convenience stores. Police Chief Reimer was able to speak with the Police Chief from Grafton Police Department and he expressed how beneficial this has been to their City. Chief Reimer stated the City would like to be able to work with the convenience stores and educate them on the quality of the cameras installed and what direction the cameras should be positioned. Mayor Nickels stated this is just an introduction of the ordinance. The ultimate goal is to deter crime in the City of Manitowoc where we are seeing a high amount of crime. The Public Safety Committee recommended a letter be drafted to outline the cost analysis and educate convenience store owners on the benefits. A motion was make to table this item. Moved by Czekala, seconded by Lotz, that this Ordinance be tabled. The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz 17-1185 Joint Powers Agreement between Manitowoc County Joint Dispatch Center and the City of Manitowoc effective March 1, 2018. Recommending entering into the agreement. Police Chief Reimer explained this is an annual agreement required by the Department of Justice pertaining to the dispatching of emergency services. Moved by Novak, seconded by Lotz, that this Agreement be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz City of Manitowoc Page 3 Public Safety Committee Meeting Minutes December 11, 2017 17-1213 Manitowoc Sex Offender Residency Board Appeal for Christopher J. Klein. Police Chief Reimer recommends to approve this request for up to 120 days in a TLP (Transitional Living Program) home. Moved by Czekala, seconded by Lotz, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz 17-1214 Request to rescind unpaid outstanding parking tickets from 1997 - 2002. Police Chief Reimer explained after several attempts to collect payment the Police Department would like to request to rescind several outstanding parking tickets ranging from 17-20 years old. Moved by Novak, seconded by Czekala, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz 17-1215 Approval of Housing Enforcement Inspector job description for new position. Moved by Novak, seconded by Lotz, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz City of Manitowoc Page 4 Public Safety Committee Meeting Minutes December 11, 2017 17-1219 An Ordinance to create 16.200 of the Manitowoc Municipal Code regulating Residential Rental Contact Registration and Inspection Program. Staff Attorney, Liz Majerus stated after following the City of Oshkosh's Rental Inspection Program and the Federal litigation we have been given the green light to pursue it ourselves. The purpose of this ordinance is to establish a program of regularly scheduled, systematic, city-wide registration and inspection of residential rental dwelling units within the City to ensure that those units provide safe, decent and sanitary living conditions for tenants living in them and to prevent further deterioration of these units. A motion was made by Alderperson Howe to table this item for further discussion. Moved by Howe, seconded by Czekala, that this Ordinance be tabled. The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz 17-1216 An Ordinance to amend Manitowoc Municipal Code Section 11.220 regulating Soda Water Beverage Licenses; Section 14.010 Dog and Cat Licenses; and Section 14.020 regulating Dogs, Cats and Other Animals. Staff Attorney, Liz Majerus explained animal licensing requirements are moved from Chapter 14, which regulated offensive conduct, to Chapter 11, which regulates licensing and permits because Chapter 11 seems a more logical home to this regulation. 11.220(4) establishes a license and application process for urban chicken farming at the request of Police Chief Reimer who felt that he need not be consulted by each applicant seeking permission to raise chickens as long as basic requirements are met. Police Chief Reimer recommended three accumulated violations be amended to two accumulated violations per calendar year in section 11.220(4)(d). Moved by Czekala, seconded by Lotz, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, Czekala, Novak and Lotz City of Manitowoc Page 5 Public Safety Committee Meeting Minutes December 11, 2017 17-1221 Update and discussion on plan for blighted properties. Staff Attorney, Liz Majerus explained Alderperson McMeans asked for a motion to have a comprehensive plan drafted and submitted for January's Council meeting. The Fire Department, City Attorney's Office and Community Development are currently working on establishing that plan. Alderperson Howe would like the comprehensive plan placed on the January Public Safety agenda so the committee has a chance to view it before going to Council. 8. Old Business 17-0911 Status of 10 properties the Mayor identified as subject to acquisition and demolition. Fire Chief Blaser provided an update on these 10 properties. This item will remain on the agenda for updates as needed per Alderperson Howe. 17-0820 Request for Drop-off and Pick-up 7:30 a.m. - 4:30 p.m. signs to be placed north of Franklin Elementary School walkway and School Bus Loading Zone 7:30 a.m. - 4:30 p.m. signs south of the walkway on the west side of the 700 Blk of South 33rd Street. Police Chief Reimer along with Director of Public Infrastructure, Dan Koski and Engineering Division Manager, Greg Minikel met with the Principal of Franklin Elementary school, Nate Brunnbauer to discuss the issues they have with this request. Nate Brunnbauer decided due potential safety risks he would no longer like to go ahead with this request. Moved by Novak, seconded by Czekala, that this Request be placed on file.
