Discussion and Action Items - New Business 18-0555 Citizen request for stop signs to be placed at the intersection of South 25th Street and Clark Street. Attachments: S 25th St - Clark St Accident Data 900 - 2600 Hamilton St - 2005-2010 - Yield Accidents - 900 - 2600 BLK Hamilton St - Stop Alderperson Jim Brey, who is the Alderperson for this district and also a resident of this neighborhood, explained his concerns about only placing stop signs at the intersection of South 25th Street and Clark Street. Alderperson Brey requested the committee to consider placing stop signs on South 25th Street, South 24th Street, South 23rd Street and South 22nd Street in the north-south direction. Engineering Division Manager, Greg Minikel stated due to the hills in the area the visibility at these intersections is poor and would agree with the request. A motion was made by Alderperson Scott McMeans to install stop signs at South 25th Street and Clark Street, South 24th Street and Clark Street, South 23rd Street and Clark Street and South 22nd Street and Clark Street in the north-south direction of travel. Moved by McMeans, seconded by Lotz, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 3- McMeans, Czekala and Lotz 18-0556 Ordinance to repeal Section 14.090 of the Manitowoc Municipal Code regulating Indecent Exhibition of Animals. The motion carried by the following vote: Aye: 3- McMeans, Czekala and Lotz 18-0586 An Ordinance to amend the Bond Schedule for certain violations of Chapter 10, Traffic Regulations, Section 11.030, Adult Entertainment Taverns, and Chapter 14, Offenses Against Public Policy, Safety, Morals and Peace. Attachments: Appleton Bond Schedule Current Bond Schedule Green Bay bond schedule Ordinance to increase bond amounts for select violations Sheboygan Bond Schedule Staff Attorney, Liz Majerus explained this is a change to several forfeiture amounts for certain violations which came about after consultation with Judge Olson and Chief Reimer. Based on the bond schedule amounts from comparable municipalities it was realized our bond amounts were significantly lower. Attachments: KellnerSpeedDeterrant Alderperson Rhienna Gabriel explained that Kellner Street and Fleetwood Drive are high traffic zones in district 10 and there aren’t any speed deterrents. Engineering Division Manager, Greg Minikel passed on that studies show if you place stop signs in areas where they are not necessary you tend to get higher speeds between intersections. Deputy Chief Rob Barbier explained traffic complaints come up regularly and to try and take care of the problem we placing information on our briefing presentation, assign patrol to the area, place a speed trailer at the location or installing a stealth-stat devise to collect traffic data. This item will be added to the Police Departments traffic complaint list and placed back on the agenda when traffic data is available. 18-0588 Discussion on how Public Safety Committee intends to address District 10 concerns brought forward by their elected representative, Alder Gabriel, recommending placing on file. Attachments: res 18-0532 Resolution 18-0460 Alderperson Gabriel will continue to send requests to Alderperson Howe who normally is the Chair of the Public Safety Committee and he will have the items placed on the agenda. The only difference, Alder Gabriel does not have a vote on the standing committee. Moved by McMeans, seconded by Lotz, that this Communication be placed on file. The motion carried by the following vote: Aye: 3- McMeans, Czekala and Lotz City of Manitowoc Page 4 Public Safety Committee Meeting Minutes June 11, 2018 18-0620 Parklet Policy and Guidelines Attachments: Parklet Policy Guidelines - DK LM GM Review Staff Attorney, Liz Majerus explained the policy and guidelines that where submitted to the Public Safety Committee substantially tracks those of West Allis. This policy and guidelines was submitted to the Director of Public Infrastructure, Dan Koski and Engineering Division Manager, Greg Minikel for their review. After some discussion, Alderperson Scott McMeans recommended this item be forwarded to the Committee of the Whole. Staff Attorney, Liz Majerus recommended a provision be added requiring adjacent businesses approval for all interested businesses that don't have parking stalls lining up with their store front. Staff Attorney, Liz Majerus will provide information regarding the bond requirement and a map of the area with parking stalls identified. Moved by McMeans, seconded by Lotz, that this Policy be referred to the Committee of the Whole. The motion carried by the following vote: Aye: 3- McMeans, Czekala and Lotz 6. Discussion and Action Items - Old Business 18-0468 Citizen request for "No Parking" signs to be placed on Franklin Street near the Artist Lofts garage entry door. Attachments: Franklin St - S25th St Artist Loft 1 Artist Loft 2 Proposed Parking Stall Layout for Artist Lofts on Franklin St. Alderperson Jim Brey expressed his concerns regarding the parking on Franklin Street near the Artist Lofts. Engineering Division Manager, Greg Minikel came up with an idea to add marked stalls and place no parking signs for the fire connection. Deputy Fire Chief, Karl Koch stated the great the distance allowed the bester, but requested a minimum of 30 feet for the fire lane. Alderperson Scott McMeans motioned to instruct the Department of Public Infrastructure and Public Safety to create a no parking zone for the fire connections as well as appropriate buffers for parking. Moved by McMeans, seconded by Lotz, that this Request be approved and referred to council.
