Discussion and Action Items - New Business 18-0685 Citizen request regarding a safety concern when turning left out of McDonalds parking lot to head east on Calumet Avenue. Attachments: 3500 - 3600 blk Calumet Ave Calumet Ave 1 Calumet Ave 2 Calumet Ave 3 Calumet Ave Crash Information Copy of USH 151 between 35th and 36th 2013 to prel 2018 Citizen Elizabeth Neuser explained to the Public Safety Committee her concern about drivers turning left to exit the McDonalds parking lot onto Calumet Avenue. Some discussion was had regarding the median area between the 3500 - 3600 block of Calumet Avenue amongst the Committee. At this time the Public Safety Committee will not take action on this item and will defer it to the Engineering Department to take a look at this request and bring back to the committee their recommendation. 18-0688 Citizen request for "No Truck" signs to be placed on Michigan Avenue at North 18th Street. Due to the amount of large trucks that are traveling down Michigan Avenue, Citizen Paul Hansen would like to see "No Truck Route" signs placed in the area of North 18th Street and Michigan Avenue. Director of Public Infrastructure Dan Koski informed the committee currently only designated truck routes are marked with signs. At this time the Public Safety Committee will not take action on this item and will defer it to the Engineering Department to take a look at this request and bring back to the committee their recommendation. City of Manitowoc Page 2 Public Safety Committee Meeting Minutes July 9, 2018 6. Discussion and Action Items - Old Business 18-0471 Discussion on 2-hour parking. Attachments: Parking Map 2 and 10 Request for 2 hour parking from Revolutions from Nics File Rich parking study maps partial Mayor Justin Nickels explained map 10 of the parking study shows the changes the study recommends regarding the downtown 2-hours parking. The green spaces are currently 2-hour parking and the study recommends they be changed to unlimited parking. The red spaces are currently unlimited parking and the study recommends they be changed to 2-hour parking. The study changes the main arterials and a block or two off of the arterials to be 2-hours parking. Ultimately these changes would allow easier enforcement by the Police Department. A motion was made by Alder Brey to adopt the changes recommended by the parking study and have the City Attorney's Office draft any ordinance changes. Moved by Brey, seconded by Czekala, that this Communication be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, Czekala, Lotz and Brey Discussion and Action Items - New Business 18-0686 Manitowoc Sex Offender Residency Board Appeal for Jeremy Kilo Starr. After a brief discussion amongst the Public Safety Committee, the committee requested Police Chief Nick Reimer to obtain additional information regarding this individuals ties to the community to present at the Common Council meeting. Moved by Brey, seconded by Czekala, that this Request be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, Czekala, Lotz and Brey 18-0694 Citizen request for a no parking zone on the east side of North 8th Street from Indian Creek Drive to the north, recommend to place on file. The motion carried by the following vote: Aye: 4- Howe, Czekala, Lotz and Brey 18-0689 An Ordinance to amend Section 14.260 of the Manitowoc Municipal Code regulating Damage to Property. Attachments: Ord to Prohibit Tampering of Security Cameras Staff Attorney Liz Majerus explained after a situation occurred where an individual was tampering with a security camera, it was realized the City didn't have an ordinance to address this issue. This ordinance covers both private and public security cameras that are tampered with without the owner’s consent. Moved by Brey, seconded by Czekala, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, Czekala, Lotz and Brey City of Manitowoc Page 4 Public Safety Committee Meeting Minutes July 9, 2018 18-0690 An Ordinance to amend Section 11.220 of the Manitowoc Municipal Code regulating Animal Licenses. Attachments: Ord revising 11.220(5) regulating honeybees (2) Staff Attorney Liz Majerus explained initially when drafting this ordinance she was working with the Manitowoc County Beekeepers Association to make sure everything was appropriate as far as best practices. An insurance requirement included in the ordinance was found to be cost prohibitive for the beekeepers that house their bees on property not owned by them. After reaching out to several other communities, Staff Attorney Liz Majerus learned standard practices do not include this insurance requirement. This amended ordinance removes the insurance requirement. Moved by Czekala, seconded by Lotz, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, Czekala, Lotz and Brey 18-0691 June housing inspection citation report. Attachments: BI Citation Report for July PSC Staff Attorney Liz Majerus explained any citation indicating the status IA with a date that has not occurred after it, means the defendant has not had a court date yet or has paid their citation before their initial court date. Until after the initial court date, Staff Attorney Liz Majerus won't be able to speak to how those cases were resolved. The Public Safety committee would like to continue to see a monthly housing inspection report which will be generated by the Building Inspection Department. Due to this file pertaining only to the ten properties the Mayor originally identified as subject to acquisition and demolition, this item will be placed on file. Building Inspection should continue to provide the Public Safety Committee with a monthly blight report. Moved by Brey, seconded by Czekala, that this Request be accepted and placed on file. Convene into Closed Session Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations.
