Discussion and Action Items - New Business City of Manitowoc Page 2 Public Safety Committee Meeting Minutes October 8, 2018 18-1051 Cleveland Avenue and Maritime Drive speed deterrent. Attachments: CLEVELAND AVE - MARITIME DR 2015-2018 Cleveland Ave - Maritime Drive suggestions Citizen Barry Bast presented the Public Safety Committee with his concern about the traffic speed southbound on Maritime Drive onto Cleveland Avenue. Due to the change in demographics in this particular area the Public Safety Committee asked Police Chief Nick Reimer to install a stealth stat in this location to see if data supports a change in this area. This item will be revisited once traffic data has been obtained. 18-1052 Manitowoc Sex Offender Residency Board Appeal for Sher Khang. Moved by Brey, seconded by McMeans, that this Request be denied and referred to Council. The motion carried by the following vote: Aye: 4- Howe, McMeans, Lotz and Brey Excused: 1- Czekala 18-1053 Discussion and possible action on semi traffic on the 900 block of South 21st Street. Police Chief Nick Reimer explained truck routes have been an issue since the Dewey Street construction started. Chief Reimer suggested Alderperson Brey have his constituent identify the trucking company so the Police Department can make contact with them to correct this issue. Moved by Brey, seconded by McMeans, that this Communication be placed on file. The motion carried by the following vote: Aye: 4- Howe, McMeans, Lotz and Brey Excused: 1- Czekala 18-1054 Discussion and possible action on police calls to problem areas of the city. Alderperson Brey explained after reviewing the distributed daily log sheets he is seeing many repeat offenders. Assistant City Attorney Liz Majerus explained Crime Prevention Sergeant Andy Trilling oversees the police departments aspect of nuisance and has been very active with dealing with problem properties. Assistant City Attorney Majerus has a tentative meeting with the new Code Enforcement Officer, a representative from Metro Drug, and Sergeant Trilling to discuss a more collaborative approach to dealing with these properties. The motion carried by the following vote: City of Manitowoc Page 3 Public Safety Committee Meeting Minutes October 8, 2018 Aye: 4- Howe, McMeans, Lotz and Brey Excused: 1- Czekala 18-1057 Ordinance to amend Manitowoc Municipal Code 14.575, Sex Offender Residency Restrictions. Attachments: Ord to amend 14.575 Sexual Offender Residency Restrictions Assistant City Attorney Liz Majerus explained during the course of everyday work it was realized certain violations were not included in our crimes that were applicable for residency restrictions. This Ordinance has been amended to include them. Moved by McMeans, seconded by Brey, that this Ordinance be approved and referred to council. The motion carried by the following vote: Aye: 4- Howe, McMeans, Lotz and Brey Excused: 1- Czekala 18-1058 Ordinance to amend Manitowoc Municipal Code 8.110, Offenses Within Cemeteries. Attachments: Ord to Amend 8.110 Offenses (within cemeteries) Assistant City Attorney Liz Majerus explained this amendment prohibits individuals from metal detecting in cemeteries and digging up what they find. This amendment was drafted so it doesn't affect the ability to plant around head stones. Moved by Brey, seconded by Lotz, that this Ordinance be approved and referred to council.
