Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(c) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of considering employment,
promotion, compensation or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility.
The specific subject matter that may be considered in closed session is:

Commissioner Bare read the notice to go into closed session. Moved by Hennessey, second by
Zigmunt, to convene in closed session. The motion carried on roll call vote by the following vote:
Aye: 5 - Bare, Wellner, Sauer, Hennessey, and Zigmunt. Nay: none.
5. Convene in Closed Session
18-0922 Police Department Deputy Chief Interviews
Police and Fire Commission deliberated in closed session. (redacted - - Closed Session)
Moved by Hennessey, second by Zigmunt, to reconvene in Open Session. Motion carried by the
following vote: Aye: 5 - Bare, Wellner, Sauer, Hennessey, and Zigmunt. Nays: None.
6. Reconvene in Open Session
18-0923 Police Department Deputy Chief Candidate List
Commissioner Wellner made a motion to place Captain Jason Freiboth,
Captain Corie Pusel, and Captain David Vorpahl on the Deputy Chief
eligibility list.
Moved by Wellner, seconded by Hennessey, that this Request be approved and
placed on file. The motion carried by the following vote:
Aye: 5- Wellner, Sauer, Zigmunt, Hennessey and Bare
7. Adjournment
A motion was made by Jill Hennessey, seconded by Matthew Sauer, that these
meeting be adjourned at 6:56 p.m. The motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
The above governmental body will meet to discuss and possibly take action on the
agenda items set forth below.

Call the meeting to order, followed by a moment of silence in honor of the firefighters and police
officers that lost their lives on September 11, 2001.
