Discussion and Action Items - New Business 18-0915 Manitowoc Sex Offender Residency Board Appeal for Michael Szente. The motion carried by the following vote: Aye: 4- Howe, McMeans, Czekala and Lotz Excused: 1- Brey City of Manitowoc Page 2 Public Safety Committee Meeting Minutes September 10, 2018 18-0916 An Ordinance to amend Section 14.020 of the Manitowoc Municipal Code regulating Dogs, Cat and Other Animals. Attachments: Ord to Amend 14.020 Regulations of dogs cats and other animals Staff Attorney, Liz Majerus explained a meeting was held between several staff members within a couple different departments to address some language issues noticed between Chapter 11 the licensing Ordinance and Chapter 14 the Ordinance that regulates dogs, cats and other animals. The appropriate changes were made to clean up these issues. Moved by McMeans, seconded by Czekala, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, McMeans, Czekala and Lotz Excused: 1- Brey 18-0917 An Ordinance to create Section 14.180 of the Manitowoc Municipal Code regulating Aggressive Panhandling. Attachments: Ord to prohibit aggressive panhandling Police Chief Nick Reimer requested Staff Attorney, Liz Majerus look into drafting this ordinance due to some recent aggressive panhandling complaints the Police Department received. Staff Attorney, Liz Majerus explained this ordinance doesn't limit general panhandling as it is protected under the Constitution's First Amendment as free speech. This ordinance prohibits aggressive panhandling which causes discomfort and intimidation. Moved by Lotz, seconded by Czekala, that this Ordinance be approved and referred to Council. The motion carried by the following vote: Aye: 4- Howe, McMeans, Czekala and Lotz Excused: 1- Brey 18-0918 Update on donation collection bin enforcement. Fire Chief Todd Blaser explained there are seven identified remaining donation collection bins located throughout the City of Manitowoc. Since last week, his department has attempted contact with the owners of the green and blue bins, but all messages have gone unreturned. Certified letters will be sent to businesses with a collection bin on their property to inform them of the recently enacted Municipal Ordinance. Further follow-up will be conducted after September 21, 2018 to ensure property owners have obtained a permit or the collection bins have been removed. Discussion and Action Items - Old Business 18-0831 Request to remove the 2-hour parking in the area of 1130 South 9th Street. Attachments: Head Start Request 1100 BLK S 9TH ST LETTER Lakeside foods 1100 Blk S 9th St. GIS Viewer East side 9th St Photos A motion was made by Alderperson McMeans to remove the 2-hour parking on the west side of 1100 blk of South 9th Street. The east side will remain 2-hour parking due to Lakeside Foods Inc. having four driveway approaches to their parking lot on the east side. Moved by McMeans, seconded by Czekala, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 4- Howe, McMeans, Czekala and Lotz Excused: 1- Brey 18-0587 Kellner Street and Fleetwood Drive speed deterrent. Attachments: KellnerSpeedDeterrant Kellner Street Speed Report Police Chief Nick Reimer explain a stealth stat, which is the most accurate way to collect traffic data, was placed on Kellner Street on August 3, 2018. The report indicated 10,276 vehicles traveled through the area and were traveling an average of 23.5 MPH. The report also showed 85% of the vehicles that traveled through this location were driving 31 MPH or less. A request was made to gather traffic data during the school year to determine if the average speed increases. This item will be placed back on the agenda when the next data collection is complete.
